Red Morton Community Park Sports Lighting Initial Study <br />City of Redwood City 58 June 2015 <br />Parking Lot Activity <br />The Red Morton Community Park has five parking lots on site shown as Lots A through E in Figure <br />4.12-2. Hexagon Transportation Consultants, Inc. provided existing and future projections of parking <br />lot activity, in addition to street parking activity along Myrtle Street and Madison Avenue near <br />Mitchell Field. With the increase in operational hours at Mitchell Field, the total increase in number <br />of vehicles utilizing parking for the worst-case scenario is expected to be approximately 115 <br />vehicles. This would result in a noise level increase of less than one dBA at the noise-sensitive <br />receptors surrounding the project site near Lots B, C, D, and E, as well as the street parking along <br />Myrtle Street. The street parking along Madison Avenue would create a noise increase at nearby <br />noise-sensitive receptors of less than two dBA, while parking at Lot A would have a noise increase <br />of less than three dBA at the nearby receptors. This would be a less than significant impact. <br />Construction Noise and Vibration <br />Construction activities associated with the field lighting project would occur over a period of a few <br />weeks. The installation of the proposed sports lighting would require minimal grading/trenching. A <br />small tractor with a backhoe attachment or an excavator would be required to install the electrical <br />conduit and light standard foundations. The light standards would then be erected with a mobile <br />crane. Typically, small construction projects do not result in significant noise impacts when standard <br />construction best management practices are enforced and when the duration of the noise generating <br />construction period is limited to one year or less. <br />Redwood City General Plan Policy PS-13.6 requires all construction operations to use available noise <br />suppression devices and techniques to bring exterior noise down to acceptable levels that are <br />compatible with adjacent land uses. Policy PS-13.8 implements appropriate standard construction <br />noise controls for all construction projects. Program PS-63 enforces construction and maintenance <br />noise regulations. <br />Standard Measures: The following standards measures would be implemented by the project <br />during construction to ensure construction noise levels remain at a less than significant level: <br />Limit construction activities to the hours of 7:00 AM to 8:00 PM on weekdays, with no <br />noise-generating construction on weekends or holidays if the noise level generated by <br />construction activities exceeds local ambient noise levels. <br />Control noise from construction workers’ radios to the point where they are not audible at <br />existing residences that border the project site. <br />Equip all internal combustion engine-driven equipment with mufflers that are in good <br />condition and appropriate for the equipment. <br />Utilize quiet models of air compressors and other stationary noise sources where technology <br />exists. <br />Locate stationary noise-generating equipment as far as possible from sensitive receptors <br />when sensitive receptors adjoin or are near a construction project area. <br />Prohibit unnecessary idling of internal combustion engines. <br />Notify residents adjacent to the project site of the construction schedule in writing. <br />8.A. - Page 75
