1 <br />INTRODUCTION <br />The Red Morton Community Park project proposes the installation of new sports lighting on <br />Mitchell Field and the replacement of existing sports lighting on Bechet/Griffin Field and the tennis <br />court facility at the park, which is located in central Redwood City, California, between Madison <br />Avenue, Myrtle Street, Roosevelt Avenue, and Valota Road. The park consists of several ball fields, <br />a tennis court, playground facilities, picnic areas, and open space. Currently, two of the ball fields <br />(Bechet/Griffin Field and McGarvey Field) and the tennis court facility, which are located along the <br />eastern part of the park, have sports lighting to allow for nighttime activities. Two fields located <br />along the western portion of the site (Mitchell Field and Kiwanis Field), which are primarily used <br />for baseball, softball, and soccer, do not currently have sports lighting and operate until dusk. The <br />existing sports lighting at the Bechet/Griffin Field and the tennis court facility is used up to seven <br />days a week. Lights are turned on, as needed, at dusk and are turned off at 10:30 p.m. The hours of <br />operation would not change with the proposed project. The proposed sports lighting installation at <br />Mitchell Field would allow activities to operate until 10:30 p.m. up to seven days per week. <br />With the proposed project, seven new light standards, ranging from 60 to 70 feet in height, would <br />be installed around the perimeter of Mitchell Field. Additionally, 12 existing light standards located <br />around the perimeter of Bechet/Griffin Field, which range in height from 50 feet in the infield to 70 <br />feet in the outfield, would be removed and replaced with 12 new 70-foot light standards. Eight light <br />standards, 30 feet in height, along the perimeter of the tennis court facility would be removed and <br />replaced with six 50-foot light standards. Each light standard would house fixtures with an <br />aluminum reflector, a light hood, and a visor to direct light onto the field and reduce the amount of <br />spill light, which is unintended or unwanted light. The fixtures would be equipped with 1,500-watt <br />metal halide lamps. These proposed high-power lamps would reduce the number of fixtures <br />required and increase light beam control and efficiency, thereby reducing the size of the light racks <br />mounted on top of the standards and minimizing the amount of spill light onto the adjacent land <br />uses. <br />This report evaluates the project’s potential to result in significant impacts with respect to <br />applicable CEQA guidelines. The report is divided into two sections: 1) the Setting Section provides <br />a brief description of the fundamentals of environmental noise, summarizes applicable regulatory <br />criteria, and discusses the results of the ambient noise monitoring survey completed to document <br />existing noise conditions; and 2) the Impacts and Mitigation Measures Section describes the <br />significance criteria used to evaluate project impacts, provides a discussion of each project impact, <br />and presents mitigation measures, where necessary, to provide a compatible project in relation to <br />adjacent noise sources and land uses. <br />8.A. - Page 117
