11 Existing Noise Environment The project site is located south of Madison Avenue, east of Valota Road, north of Roosevelt Avenue, and west of Myrtle Street in Redwood City. In addition to the ball fields and tennis court, a swimming pool, a recreational center, a senior center, picnic areas, a playground, and the Redwood City Parks & Recreation Center are located on the Red Morton Community Park grounds. Surrounding the park, the land uses are single-family residences. A noise monitoring survey was performed at the site beginning on Thursday March 12, 2015 and concluding on Tuesday March 17, 2015. The monitoring survey included two long-term and two short-term noise measurements, as shown in Figure 1. The noise environment at the site and in the surrounding areas results primarily from vehicular traffic along Madison Avenue, Valota Road, Roosevelt Avenue, King Street, and Myrtle Street, in addition to Jefferson Avenue. The occasional overhead aircraft associated with the San Carlos Airport may also affect the noise environment sporadically. Long-term noise measurement LT-1 was located across from 634 Hawes Street, which is a single- family residence. The measurement was positioned north of Madison Avenue and Mitchell Field by approximately 110 and 330 feet, respectively. LT-1 was approximately 20 feet from the centerline of Hawes Street and approximately 240 feet from the centerline of Jefferson Avenue. Hourly average noise levels at this location typically ranged from 49 to 65 dBA Leq during the day, and from 43 to 58 dBA Leq at night. The community noise equivalent level from Thursday March 12, 2015 through Tuesday March 17, 2015 ranged from 56 to 60 dBA CNEL, with an average of 57 dBA CNEL. The daily trend in noise levels at LT-1 is shown in Figure 2. Located northeast of Mitchell Field in the front of 715 Myrtle Street was the long-term measurement, LT-2. LT-2 was positioned approximately 66 feet east of the nearest baseball field, approximately 20 feet east of the centerline of Myrtle Street, and approximately 130 feet south of the centerline of Madison Avenue. Figure 1 shows the specific location of this measurement. Hourly average noise levels at this location ranged from 47 to 68 dBA Leq during the day and from 36 to 56 dBA Leq at night. The community noise equivalent level ranged from 56 to 60 dBA CNEL for the duration of the testing period, with an average noise level of 58 dBA CNEL. The daily trends are shown in Figure 3. Short-term noise measurements, ST-1 and ST-2, were conducted on Thursday March 12, 2015 in ten-minute intervals starting at 1:20 p.m. The ST-1 measurement was made near the senior center, approximately 150 feet east of the centerline of Valota Road. ST-1 was approximately 35 feet south of the parking lot for the senior center and approximately 95 feet southeast of single-family residences. The ten-minute Leq(10) measured at ST-1 was 49 dBA Leq(10), and the estimated community noise equivalent level was 51 dBA CNEL. ST-2 was made near the playground located by the tennis courts in the southeastern corner of the park. ST-2 was approximately 80 feet southeast of the tennis courts and approximately 200 feet north of the centerline of Roosevelt Avenue, with shielding from the roadway provided by single-family residences. The ten-minute Leq(10) measured at ST-2 was 56 dBA Leq(10), and the estimated community noise equivalent level was 60 dBA CNEL.
