Powers and Associates <br />From: Gary Black <br />Subject: Traffic Study for Mitchell Field Lighting in Redwood City, California <br /> <br />Hexagon Transportation Consultants, Inc. has completed a traffic and parking study for the proposed addition <br />of field lighting at Mitchell Field within Red Morton Community Park in Redwood City, California. Red Morton <br />Community Park is located in central Redwood City between Madison Avenue, Valota Road, Roosevelt <br />Avenue, and Myrtle Street (see Figure 1). In addition to traditional park amenities such as open space, picnic <br />areas, and playground facilities, the park includes several ball fields, a skateboard park, a swimming pool, <br />and a tennis court facility. Red Morton Community Park is also home to the Red Morton Community Center, <br />the Veterans Memorial Senior Center, and the Community Activities Building (CAB). Classes are held at the <br />Community Center and the Senior Center from 8:00 AM until 10:00 PM on weekdays; classes at the CAB run <br />until 9:00 PM. <br />Red Morton Community Park contains a total of four ball fields and a tennis court facility. The ball fields are <br />used primarily for baseball, softball, and soccer games and practices. Two of the ball fields, Bechet/Griffin <br />Field and McGarvey Field, as well as the tennis court facility, currently have sports lighting to allow nighttime <br />activities. These uses are located on the eastern and southern side of the Park. The remaining two ball field <br />areas, Mitchell Field and Kiwanis Field, both located on the northwestern quadrant of the Park, currently do <br />not have sports lighting. The City of Redwood City proposes to install new sports lighting on Mitchell Field and <br />replace the existing sports lighting associated with the Bechet/Grif fin Field and the tennis court facility. The <br />purpose of this study is to analyze the potential traffic and parking impacts associated with the installation of <br />lighting at Mitchell Field. <br />Additional Hours of Field Time <br />Mitchell Field is currently used for field sports practices and games Mondays to Fridays from 4:00 PM until <br />dusk and on Saturdays and Sundays from 8:00 AM until dusk. This schedule is in effect throughout the year, <br />although the usage level drops significantly during the summer. Installation of lighting would allow Mitchell <br />Field to be used on the same schedule as the fields that already have lighting: <br /> Mondays – Fridays: 4:00 PM – 10:30 PM <br /> Saturdays, Sundays: 8:00 AM – 10:30 PM <br />Thus, installation of lighting on Mitchell Field would extend its existing operating hours from dusk until 10:30 <br />PM on weekdays and weekends. The number of additional hours of operation varies during different times of <br />the year, depending on when dusk occurs. During December, when dusk occurs at around 5:20 PM, the <br />installation of lighting will add five hours and 10 minutes of playing time to Mitchell Field on weekdays (5:20 – <br />10:30). During the summer months of June and July, dusk occurs at around 9:00, adding only approximately <br />one and a half hours of playing time. During April, May, September, and October, dusk occurs between 7:00 <br />and 8:40, and field usage levels are high. Thus, during spring and fall, lighting would extend Mitchell Field’s <br />hours of operation by approximately two to three and a half hours. <br /> <br /> <br />8.A. - Page 138
