The <br />plans have been reviewed and approved by the Redwood City Fire Department. "); 2AR <br />2452 -2453 ("the proposed on -site roadway width meets IFC standards and should be able <br />to accommodate emergency vehicles "); 2AR 2566 -2567. <br />As another example, Petitioners argue that the Engineering Standard for private <br />streets is an internal standard, not adopted by the City, and cannot be the basis for <br />consideration of the exception. This point is moot at best and unpersuasive at worst. <br />Although not enacted, whether that internal standard (25 feet width for two way road) is <br />used or the municipal code standard under section 30.118(B)(7) is used (34 feet for two <br />lane road), Section 30.118 and 30.69 read together provide the power to make an exception <br />which Respondent has done here. <br />Accordingly, the Court finds no abuse of discretion in this case as Petitioners have <br />failed to demonstrate that the findings are not supported by substantial evidence in light of <br />the whole record. <br />WHETHER THE ENVIRONMENTAL IlfACT REPORT WAS <br />ADEQUATE UNDER CEOA <br />Project Objective and Range ojAlternatives <br />A clearly written statement of objectives will help the lead agency develop a <br />reasonable range of alternatives to evaluate in the EIR and will aid the decision makers in <br />preparing findings....
