10 <br /> <br />5. That adequate public and private facilities such as utilities, landscaping, parking <br />spaces and traffic circulation measures are or will be provided for the proposed <br />use. <br /> <br />The proposed project includes a one-way private roadway to access the nine <br />new lots. While two lots will front onto Finger Avenue, the garages and <br />driveways will be accessed from the private road. Each of the nine homes would <br />include a two-car garage, thus satisfying the requirement for two covered parking <br />spaces. Further, while R-1 requires no guest parking accommodations, the <br />proposed project includes five guest parking spaces within the project boundaries <br />and away from Finger Avenue. The proposed subdivision can be adequately <br />served by existing public and private utility systems and infrastructure. As noted <br />above, 34 of the 44 existing trees would be retained and 52 new trees will be <br />added to strengthen the visual appeal of the project. <br /> <br />6. Other findings required to be made in specific zoning districts as set forth in the <br />Zoning Code. <br /> <br />No other Use Permit findings are required for the R-1 district. <br /> <br />Staff is confident that all three stormwater treatment Use Permit findings and all six <br />standard Use Permit findings can be made for the proposed project. <br /> <br />Vesting Tentative Map (Subdivision Ordinance) <br />The proposed project includes the merger of three existing lots, and a subdivision into <br />10 lots: nine residential lots and one common parcel for the proposed private roadway <br />and guest parking. Subdivision Ordinance Section 30.42 outlines the six required <br />findings for Tentative Map approval, and requires the approval authority to disapprove a <br />tentative map if any of the following findings can be made: <br /> <br />A. The map, design or improvements of the proposed subdivision contradict the <br />general or specific plans, the Zoning Ordinance, or subdivision improvement <br />requirements. <br /> <br />The proposed subdivision is consistent with the General Plan, Zoning Ordinance, <br />and subdivision improvement requirements, with the approval of the PD permit to <br />allow for setback modifications. The proposed project would provide an <br />environment of physical and functional desirability, in harmony with the character <br />of the surrounding neighborhood or district. <br /> <br />B. The site is not physically suited for the proposed type and density of <br />development. <br /> <br />The project site is physically suited for the proposed type and density of <br />development in the neighborhood, because it is located within a single-family <br />residential neighborhood. At 1.69 acres, the site could accommodate up to 11 <br />residential units under the Low Density Residential land use designation; the <br />project as proposed contains nine residential lots. The site contains 44 existing <br />trees, 34 of which will remain. The proposal includes the planting of 52 additional <br />8.B. - Page 103
