13 <br /> <br />impracticable for the subdivider to comply with the requirement with which <br />exception is taken. <br /> <br />The Project’s 5.3 units/acre density is consistent with the density standards of the <br />City’s General Plan and R-1 zoning district that allows up to 7 units/acre; however, <br />due to the site’s unusual shape and size it would be impractical for the subdivider to <br />comply with the requirements with which exception is taken. <br /> <br />The 1.69 acre Project site is irregularly shaped (refer to Draft EIR Figure 1.0-3) and <br />requires a roadway to access the Project’s nine proposed parcels. The proposed <br />22-foot wide one-way roadway exception is a superior roadway design option for <br />this particular development because it is proportionally sized/scaled to the site’s <br />relatively small size and vehicular demand. <br /> <br />The site is a relatively small sized (1.69 acre) in-fill property that does not warrant a <br />full, 25-foot wide, two-way roadway (per City Engineering standard). The width of a <br />full roadway would be excessive for the small subdivision and potentially confusing <br />for drivers unfamiliar with the neighborhood who could mistake a 25- foot wide <br />roadway for a through connection street rather than to a private residential <br />development. The proposed 22-foot wide one-way roadway is not necessary for <br />neighborhood or general citywide circulation needs; rather it is a private roadway <br />intended to serve only nine property owners and their guests. The City has <br />approved many larger-scaled, multi-phased residential Projects in Redwood Shores <br />with private 25-foot wide, two-way private roadways (per City Engineering standard) <br />as these roadways serve as a network of neighborhood streets for larger <br />developments that generate greater vehicle demand/ traffic volumes (i.e. 1000 <br />Redwood Shores Parkway contains 168 single family residences & 2000 Redwood <br />Shores Parkway contains 68 single family residences, etc). The City Traffic <br />Engineer has reviewed the traffic reports/memos prepared by RHK and Fehr & <br />Peers (Appendix G of the Finger Project Draft EIR) and concurs that that the <br />proposed 22-foot wide one-way roadway will meet necessary access and <br />circulation needs of the Project. <br /> <br />2. The exception is necessary for the preservation and enjoyment of a substantial <br />property right of the subdivider. <br /> <br />The General Plan land use designation and R-1 (single family residential) zoning for <br />the site allows up to 7 units/acre where the Project is only proposing to develop the <br />site at 5.3 units/acre. <br /> <br />The Finger Avenue Project Draft EIR Section 4 (pages 151-160 & 164-168) <br />analyzed three nine-unit Project Alternatives that meet the City’s 25-foot wide, two- <br />way private roadway engineering standards. These Project Alternatives were <br />determined to have greater environmental impacts than the proposed Project. <br />While the developer could develop the site with the Four-Lot R-1 Zoning Alternative <br />(Draft EIR pages 144-150) there is no guarantee that this alternative would be <br />environmentally superior to the Project if each of the four very large lots (16,411 to <br />21,893 sq. ft) were built with very large homes (consistent with allowed 40% zoning <br />lot coverage standards) and the existing accessory structures and impervious <br />8.B. - Page 106
