15 <br /> <br />considered as part of the project analyzed in the certified EIR. The private roadway, <br />private driveways and guest parking spaces would be constructed of pervious materials, <br />and all drainage from impervious surfaces would be captured and treated on-site via <br />surface swales and a bioretention trench system. Stormwater discharge would be <br />directed to Finger Avenue which connects to the City’s storm drain system at El Camino <br />Real and would match pre-project rates and duration. The project will retain 34 of the <br />existing 44 trees on-site and an additional four trees would be relocated within the site. <br />An additional 52 trees would be planted on-site, along with buffer vegetation in order to <br />screen the project from the neighboring Historic Finger Farmhouse property. Required <br />creek bank protection and revegetation measures would be employed along the <br />Cordilleras Creek bank along the rear of Lots 1-4. <br /> <br />The change in the top of bank location as it is depicted on paper does not change the <br />actual top of bank location as it physically exists in the field. While staff took a <br />conservative approach and prepared an Addendum (Addendum No. 1) to the certified <br />EIR to identify this change, the new top of bank depiction does not constitute any <br />increase in, or create any new environmental impacts not identified within the certified <br />EIR. Further, the City has determined that there are no substantial changes proposed <br />in the Project, or with respect to the circumstances under which the Project will be <br />undertaken, and there is no other relevant new information of substantial importance <br />which would require any major revisions in the certified EIR. <br /> <br />The amended project, along with the proposed conditions of approval, is consistent with <br />the certified EIR. <br /> <br />Public Notification <br />Notice of this public hearing was published in the Redwood City Daily News, mailed to <br />all property owners and tenants within 300’ of the project site and mailed to all <br />interested parties on record with the City. <br /> <br />Next Steps <br />Upon Planning Commission recommendation for the Planned Development Permit with <br />requested modifications, Use Permit, and Vesting Tentative Map with requested <br />modifications, the applications will be scheduled for a public hearing with the City <br />Council for final action. <br /> <br />If the City Council approves the amended application, a Revised Vesting Tentative Map <br />will be required prior to submittal for Architectural Permits and Final Map to graphically <br />depict adherence to the Conditions of Approval. Architectural Permits will be required <br />for each of the nine homes, prior to submittal for Final Map, and subject to Zoning <br />Administrator approval. A Final Map will also be required prior to issuance of any <br />building permits. <br /> <br />ALTERNATIVES <br />1. Recommend approval of a modified Planned Development Permit, Use Permit and <br />Vesting Tentative Map (proposed modifications should be consistent with the project <br />alternatives as analyzed in the EIR).
