REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 21, 2015 <br /> <br />SUBJECT <br />Initiation of Proceedings to Consider Affordable Housing Impact Fees <br /> <br />RECOMMENDATION <br />Move to initiate proceedings to change applicable adopted plans, ordinances, policies <br />and standards as required to adopt affordable housing impact fees and commercial <br />linkage fees that, if adopted by the City Council, would be applicable to residential and <br />non-residential development projects in the City of Redwood City. <br /> <br />BACKGROUND <br />In March 2015, as part of “Partnership Redwood City”, the City Council gave direction to <br />adopt an affordable housing impact fee and commercial linkage fee to ensure that future <br />development projects mitigate their impact on the need for affordable housing in <br />Redwood City. Notices and discussion at Partnership Redwood City workshops and <br />public hearings in 2014 and 2015 described the need for affordable housing and the <br />potential adoption an affordable housing impact fee, as well as changes to other impact <br />fees. In addition, Council gave specific direction in March 2015 to bring forward an <br />affordable housing impact (and other impact fees) as soon as possible, as part of <br />Partnership Redwood City. To analyze the City's potential to adopt such fees, the City <br />has been participating in the preparation of a nexus study and feasibility study through <br />the countywide 21 Elements collaboration project. The final nexus study will soon be <br />released. It is expected that the Council will consider adoption of the fee in October <br />2015. <br /> <br />ANALYSIS <br />The City Council has broad powers to adopt impact fees in order to fund projects that <br />address community needs generated because of new development. The City currently <br />collects Parks and Transportation impact fees as described in the Redwood City <br />Municipal Code. A School Impact Fee is also required for many projects, which is <br />collected by the Sequoia Union High School District. Notice of the required fees is <br />transmitted as conditions of approval and fees are collected during the building permit <br />process at the established rate. <br /> <br />6.1.C. - Page 1
