REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 21, 2015 <br /> <br />SUBJECT <br />2015-2016 Extended Day Learning Services Agreement between the City of Redwood <br />City and the Redwood City School District <br /> <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the Interim City Manager or designee to execute the <br />2015-2016 Extended Day Learning Services Agreement between the City and the <br />Redwood City School District. <br /> <br />BACKGROUND <br />The Parks, Recreation and Community Services (“PRCS”) Department, in partnership <br />with the Redwood City School District (“School District”), operates After School Learning <br />Centers, directly on school campuses to over 1,100 children in Redwood City and the <br />North Fair Oaks Area each year. The City has been a partner with the School District <br />for the past 17 years serving those children who have been specifically identified <br />needing academic support and/or who would benefit from social and recreational <br />enrichment programs. For the 2015-2016 School Year, we have been assigned the <br />following schools: Fair Oaks, Selby Lane, Henry Ford, Hoover, Hawes and John Gill. <br />Services include after school tutoring, recreation and enrichment programming such as <br />life skills and family education opportunities. The majority of funding for the programs <br />comes from After School Education and Safety Program (ASES) State and 21st Century <br />Community Learning Federal grants managed by the School District. <br /> <br />The City provides an after school program Coordinator on each site, and maintains a <br />1:15 ratio of Youth Development Leaders to children. The City also works with many <br />other partners to provide quality activities and educational experiences. Program <br />partners include: Redwood City 2020, Redwood City Family Centers, Hidden Villa, <br />Tutorworks, YMCA, Stanford University, John Gardner Center, Police Activities League, <br />Sheriffs Activities League, Boys and Girls Club, and others. <br /> <br />The agreement includes the “BASE” (school day) funding as well as the <br />“SUPPLEMENTAL” (non-school day) funding. The combined funding totals will allow <br />the City to receive a not-to-exceed amount of $858,937 from the School District for <br />providing these services based on anticipated attendance reimbursement. <br /> <br /> <br />6.1.D. - Page 1
