Page 5 of 21 <br />ATTY/RESO.3139/ CC RESO 601 MARSHALL DENYING APPEALS AND APPROVING TENTATIVE MAP, DOWNTOWN PLANNED <br />COMMUNITY PERMIT, AND PARKING IN LIEU FEE APPLICATION <br />REV: 9/24/15 PT <br />d. As set forth in CEQA Guidelines sections 15162, 15163 and 15168, <br />the proposed project will not result in any new or more significant <br />environmental effects or require new mitigation measures beyond <br />those identified in the Downtown Precise Plan Program EIR and <br />adopted upon approval of the Downtown Precise Plan. No new <br />environmental document is required. <br /> <br />e. As set forth in CEQA Guidelines section 15183, subdivisions (a) <br />and (b), the proposed project is consistent with the Downtown <br />Precise Plan (for which the EIR was certified on January 24, 2011) <br />which provides the necessary zoning to accommodate the <br />proposed development density. Further, as discussed in the IS <br />Checklist, there are no environmental effects which are peculiar to <br />the project or its site, nor are there any new significant effects that <br />were not already identified and analyzed in the certified EIR, nor <br />are there any potentially significant off-site impacts or cumulative <br />impacts that were not already identified and analyzed in the <br />certified EIR, nor is there any new information which was not known <br />at the time of the certification of the EIR that identifies any <br />significant effects which will have a more severe adverse impact <br />than discussed in the certified EIR. Further, as set forth in <br />subdivision (d) of CEQA Guidelines section 15183, the proposed <br />project is consistent with the DTPP, and an EIR was prepared for <br />the DTPP. <br /> <br /> e. Pursuant to Guidelines section 15091(e), the documents and other <br />materials that constitute the record of proceedings upon which the <br />City Council has based its decision are located in and may be <br />obtained from, the Office of the City Clerk at 1017 Middlefield Road, <br />Redwood City California. The City Clerk is the custodian of <br />records for all matters before the City. <br /> <br />Section 3. Vesting Tentative Map TM2014·10: In the exercise of its <br />independent judgment, the City Council finds that: <br /> <br />a. The map, design, and improvements of the proposed subdivision <br />are consistent with the City of Redwood City General Plan, the <br />Downtown Precise Plan, the City of Redwood City Municipal <br />Code, the City of Redwood City Zoning Ordinance, and all <br />applicable subdivision improvements requirements; <br /> <br />b. The site of the proposed subdivision is physically suited for the <br />type and intensity of the proposed development; <br /> <br />7.A. - Page 37
