Order the levy of annual benefit assessments; <br />2. Approve the City Manager's Report and Assessment Engineer's Report; <br />3. Approve budget and maximum annual assessment; <br />4. Call for a Property Owner's Assessment Ballot Proceeding on the budget <br />and annual assessment; and <br />5.
