Decision of License Board is final with no further right <br />to appeal or reconsideration. <br /> <br />· No reapplication for Certificate within one year of revocation. <br /> <br />· Massage businesses operating contrary to Ordinance are declared a public <br />nuisance. <br /> <br />· The proposed ordinance also exempts certain individuals or businesses including <br />such as medical professionals, barbers, beauticians, hospitals, sports trainers, <br />and massages at a single event such as a health fair <br /> <br />The proposed ordinance, if adopted, will bring the City into compliance with current law <br />and provide greater control over operations masquerading as legitimate massage <br />establishments. <br /> <br />ALTERNATIVES <br />The City Council could choose not to introduce and adopt the ordinance or may seek <br />changes to the ordinance. Any changes sought will need to be closely reviewed in order <br />to ensure consistency with state law. <br /> <br />FISCAL IMPACT <br />The proposed ordinance is not anticipated to have a financial impact on the City’s <br />budget. The Redwood City Master Fee Schedule ensures the fee for registering a <br />massage business in the City does not exceed the reasonable cost of staff time in <br />reviewing a new application. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br /> <br /> <br /> <br />6.4.A. - Page 3
