increase in the state minimum wage that took effect on July 1, 2014. All City
Management Services has always had to pay somewhat more than the state minimum
wage in order to attract qualified candidates able to handle the responsibilities
associated with crossing guard duties.

All City Management Services remains the only private vendor in our area providing
crossing guard services.

ALTERNATIVES
1. Decline the contract extension and no longer provide crossing guard services.

2. Decline the contract extension and direct the Police Department to hire and
maintain a staff of part-time personnel to provide crossing guard services.

FISCAL IMPACT
The contract will compensate All City Management Services at a rate of $16.90 per hour
for each hour of crossing guard service, an eleven percent increase over the previous
price. This increase is due to the recent change in the state minimum wage and the
need to pay a wage that will attract qualified candidates. The total number of contracted
hours for fiscal year 2014-2015 is 11,115 at a cost that shall not exceed $187,844.00.
The Police Department will pay the cost from its budget using funds earmarked for
crossing guard services.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in the CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

GREG FARLEY
LIEUTENANT

JR GAMEZ
CHIEF OF POLICE
6.1.A. - Page 2
