REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 28, 2015 <br /> <br />SUBJECT <br />Appeals by three parties - Geoffrey T. Carr, Richard and Sally Keyes, and J&S <br />Management - of Planning Commission Resolution No. 15-12 approving a Vesting <br />Tentative Map, Downtown Planned Community Permit including two guideline <br />deviations, and Parking In-Lieu Fee Application for 601 Marshall Street pursuant to the <br />City of Redwood City's Downtown Precise Plan and Subdivision Ordinance <br /> <br />RECOMMENDATION <br />Hold a Public Hearing and Adopt a Resolution (Attachment 1) Denying the Appeals and <br />Approving the Vesting Tentative Map, Downtown Planned Community Permit including <br />two guideline deviations, and Parking In-Lieu Fee Application, based on the findings <br />and subject to the conditions of approval contained therein, and upon consideration of <br />the Initial Study Checklist demonstrating compliance with the Downtown Precise Plan <br />Environmental Impact Report (EIR) as certified on January 24, 2011. <br /> <br />BACKGROUND <br />Dostart Development Company, LLC (Applicant) seeks to develop an office/retail <br />building at 601 Marshall Street. Situated across the intersection from the historic <br />courthouse at the northeast corner of Marshall Street and Middlefield Road, the project <br />site extends along the full block of Marshall Street and has frontage on Middlefield <br />Road, Marshall Street and Jefferson Avenue. It is comprised of four parcels which total <br />approximately 30,000 square feet. It is currently improved with several low-rise office <br />buildings and associated surface parking, all of which would be demolished in <br />connection with the Project. <br /> <br />In August 2014, the Applicant applied for a Downtown Planned Community Permit and <br />Vesting Tentative Map to develop the project site. The Applicant originally proposed an <br />11-story, 136’ tall, 136,500 square foot contemporary style building for the site. In <br />response to input by City staff, advisory committees and the public, the Applicant <br />subsequently proposed a smaller 9-story, 112’ tall, 129,235 square foot office/retail <br />building with two levels of underground parking (Project). As part of this subsequent <br />proposal, the Applicant intentionally reduced the height of the building to not be any <br />taller than the height of the historic courthouse dome (which is 112 feet tall).
