Mayor Hartnett stated Redwood City did quite well through the leadership of the City
Manager and other departments including the Police who at one point went door-to-door to
answer calls about problems in the Oakwood neighborhood, and who found and helped an
elderly person deeply in need of assistance.
Mayor Hartnett stated the Committee discussed the "philosophy of advocating for our
citizens, and not relying on others to do for us what we can do in an emergency. The issue
of advocacy had to do with .... advocating to PG&E to be more aggressive in repairs and
responses." Mayor Hartnett added that advocacy also had to do with "coming up with a
way of getting information, and the City being part of the information process for our
citizens." Mayor Hartnett said the worst part of the emergency was lack of communication
and sometimes miscommunication which made matters worse. Mayor Hartnett said that
examples of taking care of ourselves and not relying on others were the actions of our
police, fire and public works crews who did what had to be done and went above and
beyond the call of duty.
Councilman Claire stated that he felt there was no need to join other Mayors in the
County to urge the PUC to investigate the responses ofPG&E during this past emergency.
In response to Council suggestions Mayor Hartnett agreed that this Code Book section
should be distributed to newly constituted Councils. He stated that certainly the Mayor
and Vice Mayor should be made aware of their legal responsibilities on the Committee,
and perhaps a handbook could be prepared, updated on an annual basis, and distributed to
the Council and staff.
MEMO 12/20/95
-------------------------------------------------------------------------------------------------------------------------
6.
