09/21/2015 <br />ATTY/RESO.3134/CC RESO APPROVING PLANNED DEVELOPMENT – FINGER RESO. # 15445 <br />REV: 09‐17‐15 VR MUFF # 613 <br />Page 24 of 29 <br />(i) The applicant accepts responsibility for the adequate installation/ <br />construction, operation, maintenance, inspection, and reporting of any on- <br />site stormwater treatment measures being incorporated into the project <br />until the responsibility is legally transferred to another entity; and <br />(ii) The applicant provides and ensures legal access to the on-site stormwater <br />treatment measures for representatives of the City, the local vector control <br />district, and staff of the Regional Water Quality Control Board, San <br />Francisco Region, for the purpose of verifying the implementation, <br />operation, and maintenance of the on-site stormwater treatment measures <br />and taking corrective action if necessary. The agreement shall be <br />reviewed and approved by the City prior to recordation and recorded at <br />the County Recorder’s Office at the applicant’s expense. <br /> <br />39. If construction is not complete by the start of the wet season (October 1 through <br />April 30), the applicant shall implement a winterization program to minimize the <br />potential for erosion and sedimentation. As appropriate to the site and status of <br />construction, winterization requirements shall include inspecting, maintaining, <br />cleaning all soil erosion and sedimentation controls prior to, during, and immediately <br />after each storm event; stabilizing disturbed soils through temporary or permanent <br />seeding, mulching, matting, tarping or other physical means; rocking unpaved <br />vehicle access to limit dispersion of much onto public right-of-way; and covering, <br />tarping stored construction materials, fuels, and other chemicals. Plans to include <br />proposed measures to prevent erosion and polluted runoff from all site conditions <br />shall be submitted for approval by CDD prior to beginning construction. As site <br />conditions warrant, the City Engineer may direct the applicant to implement <br />additional winterization requirements. <br /> <br />40. The Wet Season as defined in the Municipal Regional Permit is October 1st through <br />April 30th. The City Engineer reserves the right to postpone issuance of a grading <br />permit during this time for sites where there is a high erosion and sedimentation <br />potential (sites adjacent to creeks, etc.). <br /> <br />41. The applicant shall submit an Erosion and Sediment Control Plan to the City <br />Engineer for review and approval prior to commencing any work on the project, <br />including demolition or grading work. The Plan shall show Best Management <br />Practices (BMPs) for storm water pollution prevention. Additionally, the plan shall <br />include specific provisions for the protection of the creek from erosion, sediment, <br />and construction debris. All construction work in connection with this project must <br />conform to the approved Erosion and Sediment Control Plan. <br /> <br />42. Prior to commencing any work on the project, including demolition or grading work, <br />the applicant shall post at all entries to the project site in clear view of the public <br />right-of-way, a sign as required by RCMC Section 24.33 indicating the hours of <br />construction and limitations on construction noise. Additionally, the sign shall include <br />a phone number of the applicant’s designated contact for complaints about problems <br />with the construction activity.
