Section 2. CEQA: The City Council finds that: a. Addendum No. 1 (top of bank) was prepared in accordance with all legal requirements, including CEQA Guidelines section 15164. b. Addendum No. 2 (eight lot project) was prepared in accordance with all legal requirements, including CEQA Guidelines section 15164. c. The City Council has reviewed and considered Addendum Nos. 1 and 2 along with the previously certified Focused Environmental Impact Report for the Finger Avenue Nine-Lot Planned Development Project (2012 EIR) and other information in the entire record and has considered the information contained therein, including the written and oral comments received at the public hearing prior to acting upon the Project. d. Based on substantial evidence in the record, the Project is within the scope of the previously certified Focused Environmental Impact Report for the Finger Avenue Nine-Lot Planned Development Project (2012 EIR) for the purposes of CEQA. The mitigation measures associated with certification of the 2012 EIR address the environmental effects of the Project. e. There are no substantial changes in the Project which would result in any new significant environmental effect or a substantial increase in the severity of previously identified significant effects. f. There are no substantial changes with respect to the circumstances under which the Project would be undertaken which would result in any new significant environmental effect or a substantial increase in the severity of previously identified significant effects. g. There is no new information of substantial importance, which was not known and could not have been known with the exercise of reasonable diligence at the time the previous EIR was certified, that shows the Project would have any new significant environmental effect or a substantial increase in the severity of previously identified significant effects. h. As set forth in CEQA Guidelines section 15162, the Project would not result in any new environmental effects or require new mitigation measures beyond those identified in the EIR as adopted. As such, no new environmental document is required. i. The mitigation measures associated with certification of the EIR address the environmental effects of the Project. Accordingly, with the approval of the Project, all applicable mitigation measures are hereby reconfirmed and readopted. j. Pursuant to Guidelines section 15091(e), the documents and other materials that constitute the record of proceedings upon which the City Council has based its decision are located in and may be obtained from, the Office of the City Clerk at 1017 Middlefield Road, Redwood City California. The City Clerk is the custodian of records for all matters before the City.
