<br /> Vice Mayor Hartnett summed up by stating there are seismic issues, structural issues, <br /> ADA issues, the building is not sufficient in size to house the current City staff, much <br /> less any future modest increases, and the working environment is inadequate. <br /> Councilwoman Steinfeld stated she believed the design of this proposed public building <br /> was a good one, and public buildings have a place in our City, especially in times of <br /> emergencies. Councilwoman Steinfeld also expressed her irritation at the number of <br /> costs that were not known before hand and not included in the original estimate, and <br /> advised that she opposed amending the budget. <br /> In response to Council questions, Director Patterson advised that the funding sources <br /> for City Hall include $8 million in the Capital Improvement Program and additional <br /> money in unbudgeted reserves in the C.I.P., and he was not aware of any General Fund <br /> monies being used. Director Patterson described the computer systems and wiring <br /> needed for the new City Hall, and the Redevelopment Agency may be able to fund some <br /> of the Plaza landscaping. <br /> Council Members discussed the items taken out of the plans to keep costs down, <br /> especially the landscaping and the second floor railing. Director Patterson advised that <br /> the railing, which everyone wants, may be funded through the design contingency fund. <br /> Council Members expressed their hope that the railing would be in the new City Hall. <br /> Director Patterson described the process staff had initiated that will impact the quality of <br /> the building and any change orders, a program that will pre-qualify the contractors who <br /> can bid on the project. Instead of going with the unknown lowest bidder, staff wants all <br /> bidders to be pre-qualified based on certain criteria, and then the lowest pre-qualified <br /> bidder to be hired up front to work with the architects to make sure the plans can be built <br /> as designed.
