<br /> Councilman Sanfilipo suggested that Director Ponty look into using square feet as one <br /> factor in determining business license fees. <br /> MEMO 4/25/95 <br /> Finance Director Ponty advised that traditionally there have been only two ways cities <br /> assess business license fees: percentage of gross receipts or number of employees. After <br /> lengthy discussions with the Chamber, the Council adopted the employee-based fee <br /> system in April of 1990. In response to Council questions, Director Ponty advised that the <br /> current and proposed Ordinances provided a formula for averaging work hours for <br /> temporary or part time employees, Redwood City Code of Ordinances Section 32.1 02.B. <br /> (Business License Fees are deposited in the General Fund which provides for police, fire, <br /> library, and parks and recreation services and programs, as well as administration costs <br /> and others.) <br /> Councilwoman Steinfeld asked that the City take steps to make business people aware of <br /> this option by advertising in a Citywide correspondence, such as the quarterly newsletter, <br /> or in the water bills. <br /> MEMO 4/25/95 <br /> INTRODUCTION OF ORDINANCE <br /> TITLE READ. City Hall Financing (102) <br /> REPORT: Finance Director, April 24, 1995 <br /> Finance Director Ponty presented the staff report and pointed out that Councilman <br /> Sanfilipo had suggested that staff investigate the possibility that it may be to the City's <br /> benefit to issue debt to fund certain capital projects including the new City Hall. Director <br /> Ponty advised that the City had enough funds in the bank to pay for the new City Hall, and <br /> described the process the City would pursue in researching a bond issuance, including the <br /> Council's Investment Committee's involvement and ultimate recommendation.
