Councilman Sanfilipo suggested that Director Ponty look into using square feet as one factor in determining business license fees. MEMO 4/25/95 Finance Director Ponty advised that traditionally there have been only two ways cities assess business license fees: percentage of gross receipts or number of employees. After lengthy discussions with the Chamber, the Council adopted the employee-based fee system in April of 1990. In response to Council questions, Director Ponty advised that the current and proposed Ordinances provided a formula for averaging work hours for temporary or part time employees, Redwood City Code of Ordinances Section 32.1 02.B. (Business License Fees are deposited in the General Fund which provides for police, fire, library, and parks and recreation services and programs, as well as administration costs and others.) Councilwoman Steinfeld asked that the City take steps to make business people aware of this option by advertising in a Citywide correspondence, such as the quarterly newsletter, or in the water bills. City Hall Financing (102) REPORT: Finance Director, April 24, 1995 Finance Director Ponty presented the staff report and pointed out that Councilman Sanfilipo had suggested that staff investigate the possibility that it may be to the City's benefit to issue debt to fund certain capital projects including the new City Hall. Director Ponty advised that the City had enough funds in the bank to pay for the new City Hall, and described the process the City would pursue in researching a bond issuance, including the Council's Investment Committee's involvement and ultimate recommendation. Director Ponty stated the purpose of the proposed resolution was to keep open the option to reimburse costs incurred prior to issuance with the funds received from a bond issue.
