Manley, Attorney for Remy and Thomas representing SIMS-LMC <br /> Recyclers discussed land use compatibility issues in the EIR, alternatives to the project <br /> in the EIR, re-circulating the EIR, truck safety, further analysis on alternative sites and <br /> alternative uses of this site. <br /> Mark Adams, Manager of Environmental Affairs for SIMS LMC Recyclers <br /> provided documents and spoke about adequacy of the data in the EIR, the errata sheet <br /> and truck traffic along Seaport Boulevard. <br /> Jim Scheidenberger, RMC Lonestar spoke about concerns of ingress and egress of <br /> the Port, modifications to Seaport Blvd for entrance to Lonestar property, dust and <br /> noise impacts. <br /> Rhonda Rigenhagen-Silva, Community Relations Romic discussed noise, odor, <br /> problems with the errata sheet, and financial impacts on proposed properties. <br /> William Montgomery, Bell Marine, 775 Seaport Blvd. provided documents and <br /> discussed problems with the errata sheet, existing and potential bay area port locations, <br /> and port alternatives not pursued due to lack of space. <br /> Earl Bouse, Kaiser Cement Plant, discussed a case study and the history of Harbor <br /> Blvd. <br /> Ken McCoy, Cheshire Way, Redwood City, Chairman of the Planning Commission <br /> came before the Council to speak as an individual rather than as a representative of the <br /> Planning Commission. Mr. McCoy stated that the EIR met CEQA standards and <br /> recommended certifying the EIR. <br /> John Torrey, Director of Planning for Recon Environmental Corporation and <br /> Consultant for the EIR introduced Christine Schneider, Project Manager and Jim <br /> Daisa of FEHR and PEERS Associates, Traffic Consultant for Seaport Blvd. <br /> Mr. Torrey responded to list of issues raised and explained that the following issues <br /> were addressed in compliance with CEQA: Site plans were included in the EIR, the <br /> Army Corp. of Engineers was consulted on the wetlands study, evaluation of the Port <br /> and surrounding acreage was done based on existing uses, an evaluation was done on <br /> the incorporated area, land use compatibility issues were addressed in the EIR, the <br /> study by Sedway and Associates was incorporated by reference in the draft EIR. <br /> Christine Schneider stated that land use concerns are policy decisions rather than <br /> CEQA decisions. <br /> Jim Daisa prepared the circulation element of the EIR and discussed traffic issues on <br /> Seaport Blvd. In response to the lack of detailed drawings as to the improvements to <br /> Seaport Blvd, he stated that it is not appropriate to provide detailed design drawings in <br /> Regular Meeting Minutes MINUTE BOOK NO. 53 <br /> May 8, 1995 <br /> Page 8 Page No. 167 <br /> -_.... - <br />
