1) Adopt content of staff report as the policy for implementation of the <br /> Redevelopment Plan within the above-defined Planning Area. The boundary of <br /> the proposed Planning Area, including the definition of areas described as Phase <br />-- I and Phase II, is more precisely defined on the attached map. <br /> 2) Direct staff to begin Owner Participation process for implementing the <br /> Redevelopment Plan within both Phase I and Phase II of the Planning Area. The <br /> Agency will expect the Owner-Participant respondents to be prepared to <br /> redevelop the entire Planning Area, consistent with the intent of the Downtown <br /> Area Plan as currently drafted.
