Statistic~ show that there is 1 licensed space for every 3 kids who need care in Redwood City CI'he data is from 2 years ago but don't have reason to believe its significantly different now) · There arel20 Famliy Daycare homes in Redwood City. They are on all kinds of streets in all kinds of neighborhoods. · City and State have no expectation of a daycare serving only one city's residents. It's common for people take children to other cities for daycare. · Recently the County has lost Family Childcare Homes. Not as much loss in Daycare Centers. Regarding parking & traffic: · Currently Yvelle's Daycare clients are provided with list of guidelines for picking up and dropping off thei~ children (including driving speed and parking) · Yve~te says that at this time parents drop off kids from 7:30 - 10:30am and pick-up from 3:30-5:00pn~ They are staggered throughout this time. · Some neighbors say people are picking up after 5:00. · Yvette says parents are parked for at most 10 minutes when they pick-up & drop-off kids. · With expansion, there wouldn't be 12 cars all at once. They come at intervals. Also, there will not necessarily be 1 car per child served - some may be s~llngs or ride together. · Signage of "not a thru street" could be improved/added. That might help deter other People (not Daycare clients) from driving in. · It would be helpful if there were police surveillance to stop people using Maxwell for turn around. · It is a blind Un--n (right) from Maxwell to Alameda. The city should address this problem. · Can parking restriction on Alameda be lifted so people on Alatneda don't park on Maxwell? · Yvette can remind current and notify future clients of speed. · Can people park against the waU at the end of Maxwell, closer to Alameda? · Can people park on Eaton Ave.? (This would mean they would have to walk a few blocks.) · Can there be a schedule made so cars are staggered? Other family daycares have done this. Currently this does happen info~xi-~ally This wouldn't decrease the total number of cars coming in and out · Add speed bumps on Maxwell? · Neighbors think it would be better if daycare were in commercial space and question the use of this location for a daycare business. Could Yvette have her business somewhere else? Yvette says that a home environment is the objective of Family Daycare Homes. It's an alternative to having children in large Centers. Also, the regulations and license for a Center is different. Her current license is not for a Center. · City/State Permitting process and laws need to be improved. Regarding approval process: · State law governs childcare. It allows dty to restrict in order to address issues of neighborhood impact. · City staff will consider concerns (including City Attorney) · Neighbors will be notified if a hearing is schedule and of City's decision · City Attorney will make determination of which residents get notified · Hearing is in front of Planning Dept. staff/Zoning Administrator · Then, individuals have an opportunity to appeal decision to City Council Next steps: . .. · Sailesh will talk to the Traffic Engineer about issues regarding dangerous access from Maxwell Lane to Alameda and "Not a Thru Street" signage. · Yvette will consider and/or talk to her clients about a schedule of drop-off and pick-up times. The goal would be to stagger people and limit the number of cars on the street at anyone time. Perhaps the schedule could be provided to neighbors.
