IO.A <br /> <br />Friday, December 7, 2001 <br />Ms. Silveira submitted her application to expand her small family day care to large family daycare. <br />On the same day staff met with the applicant (Yvette Silveira) at 1232 Maxwell Lane for a site <br />inspection. Ms. Silveira stated that her neighbors had some concerns regarding the proposed <br />expansion of her day carc cspecially her adjacent neighbor to the north, Mr. Hoffman. Staff at <br />that time recommended Ms. Silveira to go through mediation facilitated by the Peninsula Conflict <br />Resolution Center (PCRC). Ms. Silveira agreed to seek mediation as a possible means to mitigate <br />her neighbors' concerns. Ms. Silveira mentioned that it is somewhat difficult to have a PCRC <br />meeting with all the neighbors present. She assured staff that she and Jennifer Bullock of PCRC <br />would continue to finalize a date that would be mutually agreeable by all parties for a mediation <br />meeting~ <br /> <br />Wednesday, January 16, 2002 <br />Staff received a letter from PCRC which stated that a date for a mediation meeting had been <br />finalized. The mediation meeting was to be held on Thursday, January 24, 2002 at City Hall at <br />5:30PM. <br /> <br />Thursday, January 24, 2002 <br />At the mediation meeting, staff project planner, Sailesh Mehra, Redwood City childcare <br />coordinator, Kristin Anderson, the applicant and the neighbors were present. The mediation <br />meeting was facilitated by PCRC staff. City staff were present only to listen to the concerns of all <br />parties. <br /> <br />Friday, February 15, 2002 <br />Notice was sent to Maxwell Lane Residents stating that an application has been filed to expand an <br />existing small family day care to a large family day care, and that the Zoning Administrator would <br />be making a decision on the application in question. Furthermore, the notice stated that a public <br />hearing would be held on this matter if requested by the affected parties. Ms. Silveira's attorney, <br />Sharon Adams, requested a hearing immediately and a "Hearing Notice" was sent to all affected <br />parties the same day. <br /> <br />Wednesday, February 27, 2002 <br /> The matter was heard during the Zoning ,Administrator's hearing and all parties were told that the <br /> Zoning Administrator would be making a decision within three days. <br /> <br /> Monday, March 4, 2002 <br /> The Zoning Administrator approved the application in question. <br /> <br /> Friday, March 8, 2002 <br /> Ten property owners filed an appeal (to Council) to overturn the Zoning Administrator's decision. <br /> <br /> Monday, March 25, 2002 <br /> Notice of Hearing mailed to Maxwell Lane residents and other parties informing them that the <br /> appeal will be heard at the City Council meeting on April 8, 2002. <br /> <br /> Tuesday, March 26, 2002 <br /> The fore-mentioned Notice of Hearing was advertised (posted) in the Redwood City Tribune (10 <br /> days prior to the hearing, as required). <br /> <br /> <br />
