EXHIBIT C <br /> 2. SCOPE OF SERVICES <br /> MAXIMUS offers a comprehensive suite of mandate cost reimbursement services to our clients that will <br /> provides the necessary value that the City of Redwood City desires and sets us apart from our competitors. <br /> MAXIMUS proposes to prepare and file all of the City of Redwood City's eligible fiscal year state <br /> mandate cost reimbursement claims for which claiming instructions are issued in the 2010 -2011 fiscal <br /> year (July 1s 2010 — June 30 2011). The firm fixed price included in our proposal covers all claims <br /> recognized by the State Controller as of January 1, 2010. In addition, should there be new or first -time <br /> claims developed after January 1, 2010 we will prepare those claims in accordance with a mutually <br /> agreed upon contract amendment to cover the costs of preparing such claims. This proposal also includes <br /> the preparation of the initial Open Meetings Act claims for fiscal years 2005 -2006, 2006 -2007, 2007- <br /> 2008, 2008 -2009. <br /> 2.1 PROPOSED MANDATE COST REIMBURSEMENT ACTIVITIES <br /> MAXIMUS proposes to prepare and file all of the City of Redwood City's eligible fiscal year state <br /> mandate cost reimbursement claims for which claiming instructions are issued in the fiscal year. In <br /> addition, we will prepare and document new or first -time claims, as well as claims that require <br /> amendment pursuant to a mutually agreed upon change in scope. Specific activities include the following: <br /> 1. Collect, document, prepare and file all fiscal year 2009 -2010 actual cost claims based on SB 90 <br /> claims recognized by the State Controller as of January 1, 2010, for which the City of Redwood <br /> City provides us all documentation needed to prepare the claim at least twenty (20) business <br /> days prior to the due date for the claim. We will make our best efforts to complete claims <br /> should the client supply us documentation less than twenty (20) days prior to the due date of the <br /> claims. <br /> 2. All claims will be prepared in compliance with the claiming instructions issued during fiscal <br /> year 2010 -2011. <br /> 3. Provide staff training sessions, as appropriate, to the City of Redwood City personnel involved <br /> with the claiming process. The training will also focus on the most suitable actual time or time <br /> study documentation to maximize the reimbursement of each mandate program. <br /> 4. Maintain communication and provide regular project status information to the City of Redwood <br /> City's designated mandate cost program coordinator throughout the contract period. <br /> 5. Monitor the City of Redwood City's state mandate cost and payment process. <br /> 6. Provide data collection instruments and assistance to the City of Redwood City to prepare <br /> newly eligible claims, as mutually agreed upon, that are approved by the CSM during the <br /> contract period. <br /> 7. Serve as a liaison with the State Controller's Office and CSM to respond to cost estimate <br /> requests and questions related to the City of Redwood City's mandate cost programs or claims. <br /> 8. Assist the City of Redwood City with up to five (5) desk reviews and/or field audits for claims <br /> that were prepared and submitted by MAXIMUS. If requested, we will provide general advice <br /> to the City of Redwood City on any state mandate cost program issues that may arise during the <br /> term of the contract. <br /> PROPRIETARY 4 <br />
