6.3.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 12, 2015 <br /> SUBJECT <br /> Update In Lieu Parking Fee <br /> RECOMMENDATION <br /> Adopt Resolution accepting the In Lieu Parking Fee Report and updating the amount of <br /> the In Lieu Parking Fee. <br /> BACKGROUND <br /> An in-lieu parking fee gives developers the option to pay a fee "in-lieu" of providing a <br /> portion of the number of parking spaces ordinarily required by a city's zoning ordinance. <br /> The purpose of an in-lieu program is not to impose an additional development fee, but <br /> to provide an alternative for projects. Any application for use of the in-lieu program is <br /> also discretionary, and must be approved by the City. <br /> In April 2006, the City adopted an In-Lieu Parking Fee program and set the <br /> corresponding fee at $10,000 per parking space. This program allows developers to pay <br /> a fee for each required parking space that is not provided on-site. The benefits of the <br /> program included: <br /> • Making odd-shaped or small lots more easily redevelopable, <br /> • Increasing use of parking facilities by allowing them to be shared by multiple <br /> types of users (e.g. daytime workers and evening show attendees), <br /> • Improving urban design by enabling the City to site public parking lots and <br /> structures where they support vehicle and pedestrian circulation, <br /> • Putting more people on the sidewalks when they park in a public facility rather <br /> than one in or immediately adjacent to their building, and <br /> • Allowing the City to control the parking and to influence demand through pricing. <br /> As established, the fee is both optional (meaning developers can provide parking on- <br /> site if they wish) and discretionary (meaning that the ability to pay the fee is not <br /> automatic and the City may determine if an in-lieu fee is appropriate). In addition to the <br /> action being recommended in this report, staff will also bring the in-lieu fee program <br /> back to Council in the near future for a larger discussion focused on in-lieu uses, as well <br /> as future increases in the in-lieu fee amount. <br />
