For example, introducing valet parking for upper floors of <br /> the Marshall Garage may increase parking supply by about 50-60 spaces at a cost of about <br /> $300 per month per space. <br /> c) Consider developing a public-private partnership program where the City can add a specific <br /> number of public parking spaces in a proposed development using the accrued balance in <br /> its in-lieu fees fund. <br /> d) Revise parking and development policies that will reduce parking demand and improve <br /> parking utilization. <br /> e) Improve bicycle and pedestrian facilities and thereby reduce demand for vehicle parking. <br /> f) Provide robust bike-sharing and car-sharing options. <br /> g) Utilize various TDM strategies that encourage carpool, vanpool,telecommuting and other <br /> methods of reducing vehicle trips, thereby reducing existing parking demand. <br /> . .11,, h) Use of Smart parking meters that allow optimal p ricin g, resulting in improved dispersion of <br /> demand and enhanced parking utilization. <br /> i) Intelligent Transportation Systems (ITS) strategies such as a Parking Guidance System with <br /> real-time space availability information, wayfinding signs, etc. <br /> 5. Exemptions <br /> Issue <br /> Redwood City's current In-Lieu Parking Fee Program does not provide for exempted land uses. Is it <br /> appropriate to exempt certain developments from the fee? <br /> Analysis <br /> Since almost all types of developments attract new auto trips, it is customary to assess appropriate <br /> impact fees to mitigate any negative impacts of new developments on the public infrastructure and <br /> P resources. Exempting certain land uses or specific operations (such as non-profit) does not reduce <br /> the negative impact of the development. It simply shifts the burden of funding the mitigation <br /> measures to other developments or allows the service degradation without properly addressing <br /> impacts. If the City's desire is to promote certain land uses, the better approach would be to <br /> address the preferential treatment through revised zoning codes where parking requirements for <br /> such land uses could be reduced or eliminated. <br /> p" Recommendation <br /> No change is recommended to the current practice of collecting in-lieu fee from all types of <br /> developments who choose to participate in this voluntary program. <br /> 6. Reporting Requirements <br /> Issue <br /> SA Redwood City's current In-Lieu Parking Fee Program does not have any regular reporting <br /> requirements.
