8.B. - Page 14 <br /> Recent Enforcement Actions. On August 25, 2010, a sanitary sewer overflow <br /> ("SSO") occurred in Redwood City. The SSO was caused by a force main failure due to fatigue <br /> in the force main wall. Of the 1,058,500 gallons of sewage that could have escaped the force <br /> main, 95% of the sewage was either contained and recovered by City staff or intercepted <br /> upstream and transported to the treatment facility by City staff. The remaining 5% of the flow (or <br /> 57,107 gallons) reached the surface waters of the Redwood Shores lagoon. For violating the <br /> Clean Water Act, the California Regional Water Quality Control Board imposed a civil fine in the <br /> amount of $95,600. The City has paid the civil fine and hired a contractor to perform a pump <br /> station evaluation City-wide to evaluate the condition of all pump stations in an effort to prevent <br /> future SSOs. <br /> Wastewater Rates <br /> The City's wastewater rates are independently established by the City Council pursuant to <br /> a rate ordinance, and do not require approval by any other legal entity. Single family residential <br /> customers are billed a flat monthly rate for sewer service. Non-residential customers pay <br /> volumetric charges based on customer class and metered water use, subject to a minimum <br /> monthly charge. <br /> The City has increased its sewer rates each year for the past 10 years. Rate increases <br /> have accounted for the anticipation of increased funding needs for the City's capital improvement <br /> program, SVCW's CIP, and operating cost inflation. The following table shows the City's historical <br /> and adopted sewer rates. These rates were adopted pursuant to Article XIIID of the California <br /> Constitution.
