i <br />� <br /> 10/12/2015 <br /> 6.3.B. - Page 21 <br /> TJKM ' <br /> Transporzation <br /> Consultancs ._... _.._ __.,__ <br /> � <br /> Recommendation <br /> i Redwood City should utilize the in-lieu fees to fund highly effective transportation solutions that <br /> help address the increasing parking demand through any of the following strategies: <br /> ; a) Increase on-street and off-street parking supply through addition of new spaces, restriping <br /> existing spaces, leasing of parking spaces from privately owned facilities, etc. <br /> � b) Provide valet parking at some parking facilities.This will add parking supply at a cost that is <br /> lower than building new spaces. For example, introducing valet parking for upper floors of <br /> the Marshall Garage may increase parking supply by about 50-60 spaces at a cost of about <br /> $300 per month per space. <br /> c) Consider developing a public-private partnership program where the City can add a specific <br /> number of public parking spaces in a proposed development using the accrued balance in <br /> ' its in-lieu fees fund. <br /> � d) Revise parking and development policies that will reduce parking demand and improve <br /> parking utilization. <br /> e) Improve bicycle and pedestrian facilities and thereby reduce demand for vehicle parking. <br /> f) Provide robust bike-sharing and car-sharing options. <br /> g) Utilize various TDM strategies that encourage carpool,vanpool,telecommuting and other <br /> ' methods of reducing vehicle trips,thereby reducing existing parking demand. <br /> h) Use of Smart parking meters that allow optimal pricing, resulting in improved dispersion of <br /> demand and enhanced parking utilization. <br /> i) Intelligent Transportation Systems (ITS)strategies such as a Parking Guidance System with <br /> real-time space availability information,wayfinding signs,etc. <br /> ' S. Exemptions <br /> � ' Issue <br /> Redwood City's current In-Lieu Parking Fee Program does not provide for exempted land uses. Is it <br /> `, appropriate to exempt certain developments from the fee? <br /> ' Analvsis <br /> Since almost all types of developments attract new auto trips, it is customary to assess appropriate <br /> impact fees to mitigate any negative impacts of new developments on the public infrastructure and <br /> � "' resources. Exempting certain land uses or specific operations (such as non-profit)does not reduce <br /> • <br /> � the negative impact of the development. It simply shifts the burden of funding the mitigation <br /> measures to other developments or allows the service degradation without properly addressing <br /> ' impacts. If the City's desire is to promote certain land uses,the better approach would be to <br /> address the preferential treatment through revised zoning codes where parking requirements for <br /> :' such land uses could be reduced or eliminated. <br /> P ' Recommendation <br /> ' No change is recommended to the current practice of collecting in-lieu fee from all types of <br /> developments who choose to participate in this voluntary program. <br /> ' 6.
