i <br />� <br />� <br /> 10/12/2015 <br /> 6.3.B. - Page 23 <br /> T.lKM <br /> Transporu�ion <br /> Consuftancs _. <br /> • <br /> � RECOMMENDATIONS <br /> ' Since its inception in 2006,this is the first re-evaluation of the Redwood City's In-Lieu Parking Fee <br /> Program. Based upon the past experiences over the last 10 years, current development activity, <br /> ' staff and stakeholder input and benchmarking with other San Francisco Bay Area cities,the <br /> following recommendations are provided: <br /> � 1. Program Applicabilitv <br /> No change to current practice is recommended.The City should continue to allow in-lieu <br /> fee payments for parcels within the Downtown Parking Zone. <br /> 2. Fee per space <br /> It is recommended that the fee per space be revised to$25,000.Additionally, it is <br /> recommended that the City consider an automatic increase in the fee on a set day every <br /> year. <br /> 3. Pavment of Fees <br /> No change is recommended. <br /> 4. Use of Fees <br /> It is recommended that the City expand the options on where and how the in-lieu fee funds <br /> can be utilized, making them eligible for a variety of parking enhancements,support to <br /> non-auto modes of travel and Transportation Demand Management strategies. <br /> ' S. Exemptions <br /> No change is recommended.Any new development within the Downtown Parking Zone <br /> ' must either provide the required number of parking spaces per zoning ordinance or provide <br /> appropriate in-lieu fee payments. <br /> 6. Pro�ram Reportin� <br /> It is recommended that the City staff provide two reports to the City Council on an on-going <br /> � basis: <br /> a) An annual report summarizing various program activities including beginning and <br /> ' ending fund balances,fees received,funds expended, projects completed,etc. <br /> b) A report every five years summarizing fund balance, reasons for not utilizing <br /> available funds, proposed projects and anticipated expenses over the coming years, <br /> � etc. <br /> � <br /> • <br /> � <br /> �� <br /> Redwood City/n-Lieu Parking Fee Study Page � 16 <br /> �$ RESO.#15448 <br /> MUFF#703 <br />
