Dr. Bell spoke about labor negotiations with the Police Officers Association Union and <br /> Police Sergeants Association Union, and how he received direction from the Council to <br /> continue with those negotiations. He stated that another discussion was regarding <br /> Docktown and how liveaboards are not consistent with the public trust. Council directed <br /> Staff to prepare a report to bring to the April 27th Council meeting to discuss whether to <br /> close the Marina and review relocation options. Council directed Dr. Bell to prepare the <br /> report and notice Docktown members providing advanced copy of the report and notice <br /> of the meeting. <br /> 6. PUBLIC COMMENT <br /> Tania Sole spoke about her online petition to ask the City of Redwood City to put in <br /> place a 12-24 month building moratorium to preserve water. She opined that residents <br /> are already experiencing traffic and parking issues and the city's infrastructure may not <br /> sustain what is already being built. She spoke about possible cutbacks to preserve <br /> water. She noted allocations mentioned by Council Member Seybert, but the total <br /> allocations in all of California far exceed the amount of available water. <br /> Roxanna Christy spoke about the skyrocketing rents in the City, and what she views as <br /> the subsequent displacement of minorities and low-income workers. She stated that in <br /> her complex ethnic minorities and families have been displaced by rising rent costs. <br /> She spoke about a high school woman who has to stay with her to finish High School <br /> because her family could not afford to stay in Redwood City. <br /> Lee Callister spoke about the drought, noting that he hasn't heard how new <br /> development is accounting for the water they are using during the development process <br /> and on an ongoing basis. <br /> Mr. Aknin, Assistant City Manager, stated that most development is under an <br /> Environmental Impact Report (EIR) which has a required Water Supply Assessment <br /> component. For powntown Development, there is a Water Supply Assessment and <br /> each project has to fall in line with that. Mayor Gee asked Mr. Kyaw to include this <br /> information in his Council updates. Dr. Bell noted that the CIP Budget Proposal will be <br /> brought forward on April 27 which could include some of that detail. <br /> Council Member Seybert asked if construction companies are actively accessing the <br /> recycled water filling stations. Mr. Kyaw replied that is correct. <br /> Council Member Howard stated that Redwood City is working with the Tri-County <br /> Apartment Association to reach out to owners of properties about escalating rents and <br /> encouraging them not to do that. Mayor Gee stated that he and many others have <br /> called the local owners/operators that the speakers mentioned, and they are not <br /> answering phone calls. <br /> 7.
