5. SPECIAL ORDER(S) OF THE DAY <br /> A. All Mailed-Ballot Presentation (AB 2028) - Honorable Mark Church, <br /> San Mateo County Assessor - County Clerk - Recorder & Chief Elections <br /> Officer <br /> Mr. Church thanked the City Council for allowing this presentation on AB 2028. He <br /> stated that AB 2028 is an expansion of the all mailed ballot pilot program from Yolo <br /> County to include San Mateo County (presentation on file). He spoke about the <br /> potential benefits of an all mailed ballot. He introduced a colleague who spoke about <br /> what an election would look like with the AB 2028 pilot. Mr. Church stated that every <br /> jurisdiction would need to participate if this pilot goes forward. <br /> Council Member Pierce asked if there's demographic information for people who tend to <br /> vote by mail versus in person. Mr. Church replied that demographic information is <br /> limited because people are not required to complete demographic data in their <br /> registration. Council Member Pierce asked about using phone reminders to vote. Mr. <br /> Church stated that voters are not required to provide phone numbers. <br /> Council Member Aguirre asked how people, who are not as savvy, are being targeted to <br /> gain awareness. Mr. Church replied that there is an extensive outreach program. <br /> Outreach will include: post cards (in specified language), follow-up emails, <br /> communications, public service announcements, and advertisements in public <br /> transportation terminals. <br /> Council Member Howard asked if every city in the county will have the ballots for all of <br /> the cities. Mr. Church replied that every polling place will have the ballot for any <br /> jurisdiction in the county. Council Member Howard suggested using the farmer's market <br /> as an outreach location. <br /> Council Member Seybert stated that people have to vote or drop off their ballot by 8:00 <br /> pm currently. One of the benefits in the presentation is receiving faster results but since <br /> people only have to drop off their ballot in the mail by 8pm on election day, it seems that <br /> the results would take longer. Ms. Hassel-Shearer replied that there will be faster <br /> results on election night. Council Member Seybert stated that a very accurate count <br /> might take three days. Ms. Hassel-Shearer replied that it takes a week and a half in a <br /> regular election for the vote-by-mail ballots, but in all mail ballot, typically more ballots <br /> get dropped off before 8pm. Council Member Seybert suggested creating polling places <br /> based on the number of residents so larger cities get more polling places. He asked if it <br /> would be measured by jurisdiction or just by city. Mr. Church stated that the statute <br /> requires at least one polling place per city, but it can be more than one. <br /> Vice Mayor Foust noted that there are 37 jurisdictions that have to pass resolutions for <br /> an all mail election this November. Mr. Church replied that 9 jurisdictions have passed <br /> it so far. She stated that there is a very short timeframe for the rest of the jurisdictions <br /> to pass it. Mayor Gee asked if the cost savings will change if the city wants more than <br /> one polling place. Mr. Church stated that it should not have much of an impact on the <br /> final cost. Mayor Gee asked if there is a consultant for outreach.
