Minor Zoning Code Amendments - Cleanup and Clarification — Item to <br /> be Continued (602) MINUTE ORDER 15-073 <br /> Recommendation: <br /> (1) Hold a public hearing and (2) Waive First Reading and Introduce an <br /> Ordinance to Amend the Zoning Ordinance and (3) Adopt a Resolution <br /> Adopting the Negative Declaration <br /> Mayor Gee offered those present the opportunity to address the Council even though <br /> the item is being continued. There was no public comment. <br /> 9. STAFF REPORT(S) <br /> A. Fire Safety First Program Requiring Automatic Fire Sprinkler Systems <br /> for Older Buildings and Providing Voluntary Participants with Low <br /> Interest Loan and Rent Stabilization Program (705) <br /> Dr. Bell spoke about the approaches the City is taking to address the housing crisis. <br /> The first program tonight is a Fire Sprinkler Rent Stabilization program. He noted that <br /> another program is providing Habitat for Humanity a grant to build in Redwood City. <br /> The third program is a Request for Proposal (RFP) for the Bradford property. He stated <br /> that all of these programs together would require the Council to invest $12 million in <br /> affordable housing. The intent of the Fire Sprinkler program is to make buildings safer <br /> and help residents stay in place. People that apply for this program receive a loan from <br /> the City for sprinklers. <br /> Fire Chief Skinner gave a presentation on the Fire Sprinkler program (presentation on <br /> file). He spoke about the requirements of the retroactive fire sprinklers and the fire <br /> safety issues presented by apartment buildings, referring to two recent major fires. <br /> Dr. Bell thanked Mayor Gee for his innovative approach with this program and he also <br /> recognized the Fire and Attorney's Departments for working hard to make it a reality. <br /> Council Member Aguirre asked if there are higher priority buildings and what would <br /> make them higher priority.
