City to identify landlords who are interested in the program as early as possible to start <br /> protecting residents. <br /> Council Member Bain asked Ms. Reddy to email ideas about ordinances and other <br /> programs to the Council. He stated that he is excited about this program. <br /> Council Member Seybert spoke about a situation where a city required a retrofit of <br /> balconies after a tragedy where there was no incentive, just a requirement. He stated <br /> that as far as he knows there has never been a situation where someone has died in a <br /> fire with an active sprinkler system and an active smoke detector. He stated that these <br /> older buildings tend to be more affordable and this can protect that housing stock from <br /> leaving the affordability market. He stated that he would like to see as much outreach <br /> as possible to educate residents about the program. <br /> Council Member Howard stated that she is excited about this program. She asked if the <br /> program could address the largest buildings first to save more affordable units. Council <br /> Member Pierce asked if the Council could hear about how the loan is working for larger <br /> buildings. Council Member Aguirre stated that 147 affordable units were lost in 2014 <br /> due to fire. She asked if those will ever come back. Mr. Skinner replied that he hopes <br /> so. <br /> Vice Mayor Foust thanked those involved with getting this project to this point and <br /> spoke about innovation in Redwood City. She asked if something can be done like an <br /> early adopter program, giving incentives to the first 25% or so of adopters. Mayor Gee <br /> spoke about bringing old buildings up to code and how that relates to insurance. He <br /> agreed with the nexus idea and trying to get the rent stabilization secured as quickly as <br /> possible. He stated that he would like to have more of an incentive than the 5 year <br /> plan, such as requiring later adopters to pay more or longer. <br /> Dr. Bell noted that staff will have to go back to alter the resolution and include the <br /> Council modifications to the program. The resolution will come back at a later time. <br /> Recommendation: <br /> 1. Waive First Reading and Adopt an Ordinance Amending Sections 12.18 and <br /> 12.15 of the City Building Code and Section 9.3 of the City Building Code to <br /> Require Automatic Fire Sprinkler Systems in Multi-Unit Residential Buildings of <br /> Four Units or More and To Make Violations of this Requirement a Misdemeanor <br /> and; <br /> ORDINANCE OF THE CITY OF REDWOOD CITY AMENDING SECTIONS 12.18 AND <br /> 12.15 OF THE CITY FIRE CODE AND SECTION 9.3 OF THE CITY BUILDING CODE <br /> TO REQUIRE AUTOMATIC SPRINKLER SYSTEMS IN MULTI-UNIT RESIDENTIAL <br /> BUILDINGS OF FOUR UNITS OR MORE AND TO MAKE VIOLATIONS OF THIS <br /> REQUIREMENT A MISDEMEANOR MINUTE ORDER 15-074 <br /> 2.
