Recommendation: <br /> Adopt Resolution approving the submittal of the Preserve America Application. <br /> Ms. Vaughn introduced the Preserve American Program Application. She introduced <br /> Ken Rolandelli, Chair of the HRAC (Historic Resources Advisory Committee), and Nori <br /> Jabba, who worked on this application. <br /> Mr. Rolandelli and Ms. Jabba spoke about the application and the history of protecting <br /> historic resources in Redwood City and the work on the application itself. Ms. Jabba <br /> spoke about Preserve America communities, noting that there are only five in the Bay <br /> Area. <br /> Council Member Pierce thanked Mr. Rolandelli and Ms. Jabba for their work and <br /> presentation. She noted the significance of Dee Eva in the path of history. Several <br /> Council Members expressed appreciation for the work put into this application by Mr. <br /> Rolandelli, Ms. Jabba and other people. <br /> RESOLUTION No. 15408 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> APPROVING THE SUBMITTAL OF THE PRESERVE AMERICA APPLICATION TO SEEK <br /> DESIGNATION AS A PRESERVE AMERICA COMMUNITY <br /> M/S Howard/Foust to adopt the resolution. The motion carried unanimously by electronic <br /> vote. <br /> B. Information Item on Streets that Work for Everyone: Presentation by Jeff <br /> Tumlin, Principal at Nelson/Nygaard — No Council Action - (201) <br /> Principal Planner Diana O'Dell introduced Jeff Tumlin with Nelson/Nygaard. She spoke <br /> about the increase in development particularly in downtown Redwood City. <br /> Mr. Tumlin spoke about the issues of traffic congestion and finding a rational solution <br /> (presentation on file). He spoke about the relationship between transportation and <br /> public health. He noted that Level of Service F at an intersection is actually better for <br /> retail rather than Level of Service A, and spoke about various tools available for <br /> assessing traffic and demand. He noted the decrease in vehicle miles traveled in <br /> places where it is possible to travel in ways other than driving, and spoke about the <br /> importance of putting basic needs of daily life within walking or cycling distance of home <br /> and having sufficient public transit. He stated that only about 10% of people need to <br /> choose something besides drive to get around. <br /> Vice Mayor Foust thanked Mr. Tumlin for his presentation. She asked how he could <br /> help the City Council address community concerns with this information. Mr. Tumlin <br /> spoke about Redwood City as a place that's "doing it righY'. He spoke about the ability <br /> to adjust to change and what kinds of problems happen during a period of success. He <br /> stated that during a time of economic booms, the City may need to step in to help <br /> rebuild relationships between new neighbors, and existing residents. <br /> Vice Mayor Foust noted that her neighbors on either side of her have changed in the <br /> last three years, both to young families.
