Tolmasoff(six votes) <br /> ➢ Michael Jacoubowsky(five votes) <br /> Due to the fact that two applicants (Marc Beban and Mathew Self) both had tied with <br /> four votes each a tie braker vote was requested: <br /> Second vote: <br /> Bain: Beban <br /> Howard: Self <br /> Pierce: Self <br /> Seybert: Beban <br /> Aguirre: Self <br /> Foust: Beban <br /> Gee: Self <br /> Fifth member of the committee - unincorporated RWC member: <br /> ➢ Mathew Self <br /> MINUTE ORDER 15-089 <br /> 9. STUDY SESSION - PRESENTATION <br /> A Fiscal Year 2015-16 Budget Study Session (501) <br /> Recommendation: <br /> Provide direction regarding Fiscal Year 2015-16 budget proposals. <br /> Dr. Bell General Fund, budget proposals review the Strategic Plan and approve it and <br /> CIP and a Worker's Compensation update. Dr. Bell showed a little video about the past <br /> history of the budgets and how this current scenario is so different. He covered the <br /> projections from February and the deficit that was anticipated. He covered very figures <br /> related to the projections for the next five years are much more hopeful thanks to the <br /> City Council three prong approach to dealing with budgetary issues. He believes that <br /> the good sound policy the Council created four years ago and this shows a balanced <br /> budget for the next five years. He said the balanced budget complies with the Council <br /> reserve policy and is aligned with the Strategic Initiatives and it begins to address the <br /> long term liability related to pension and workers compensation (presentation on file). <br /> Dr. Bell covered all the budget proposals one by one and said the Department Heads <br /> were present to answer any questions. He also covered pension liabilities and payment <br /> options and the possibility of a Housing Endowment Fund. <br /> In regards to the Strategic Initiatives Plan Dr. Bell said it was created five years ago and <br /> he would like to see it approved.
