REPORT 6.4.A. - Page 9 <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 21 , 2015 <br /> SUBJECT <br /> Amendments to Uses Allowed in the LII Zoning District <br /> RECOMMENDATION <br /> 1) Hold a public hearing and 2) Waive First Reading and Introduce the draft Ordinance and <br /> 3) Adopt the Negative Declaration <br /> BACKGROUND <br /> In February 2013, City Council adopted a new zoning district called Light Industrial <br /> Incubator (LII) (Article 17A of the Zoning Ordinance). This district of approximately 48 <br /> acres was established based on General Plan policies calling for a zoning area that <br /> protects and encourages small incubator businesses and light industrial uses. The City <br /> selected an area that was previously zoned IR (Industrial Restricted) and established <br /> the LII as a district to encourage small research and development, light industrial, and <br /> similar startup businesses. <br /> In the two years since the establishment of the LII district, several issues have arisen <br /> regarding permitted, conditionally permitted and prohibited uses. Existing property <br /> owners within the LII district often contact City staff with concerns about the use <br /> restrictions for offices, vehicle sales, and other uses. Specifically, the LII does not permit <br /> office uses over 5,000 square feet per lot and prohibits warehousing and vehicle <br /> sales/major repair uses. These restrictions were not in place under the former Industrial <br /> Restricted (IR) zone district.
