Waive second reading and adopt Ordinance to amend section 20.96 of the <br /> Parking Ordinance to establish a two-hour parking limit on Broadway, from El Camino <br /> Real to Main Street. <br /> 2. Confirm the determination that the Ordinance qualifies as an exemption to the <br /> California Enviornmental Quality Act as a minor alteration to existing facilities. <br /> BACKGROUND <br /> City Council introduced the Ordinance at its October 12, 2015 meeting. The proposed <br /> Council action serves to amend the Municipal Code to establish a two-hour time limit for <br /> parking on Broadway, from El Camino Real to Main Street, 9am to 6pm, Monday <br /> through Saturday (holidays excepted). <br /> ANALYSIS <br /> Upon passage and adoption, the Ordinance will go into effect in 30 days. Staff will install <br /> parking signs to implement this change around December 1St, but full enforcement of <br /> the time limit will not start until January 1St <br /> Outreach <br /> At the October 12, 2015 meeting, the City Council recommended a variety of ways to <br /> notify the community about this impending change. The following are the audiences and <br /> approaches identified: <br /> • Everyone <br /> o "Warnings" placed on vehicles for the first month (notification of the time <br /> limit and direction to alternative parking locations) <br /> o 2-hour parking signs <br /> o Electronic, changeable message signs <br /> • Long-term parkers (such as employees) <br /> o Colorful flyers placed on vehicles (highlight the coming time limits and <br /> long-term parking options) <br />
