6.4.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 26, 2015 <br /> SUBJECT <br /> Ordinance Repealing and Replacing Chapter 18A (Massage Services) of the Code of <br /> the City of Redwood City Relating to the Regulation of Massage Businesses <br /> RECOMMENDATION <br /> Waive second reading and adopt an ordinance repealing Chapter 18A and adopting a <br /> new Chapter 18A (Massage Services) of the Code of the City of Redwood City relating <br /> to the regulation of massage businesses. <br /> BACKGROUND <br /> On September 28, 2015, the City Council introduced the above ordinance repealing <br /> Chapter 18A and adopting a new Chapter 18A (Massage Services). If adopted this <br /> ordinance will be effective 30 days from this hearing. <br /> ANALYSIS <br /> Adopting this ordinance will bring the City into compliance with the requirements of state <br /> legislation AB 1147, which was enacted in 2014. Further analysis of the ordinance is <br /> provided in the Staff Report to City Council on September 28, 2015 meeting, which <br /> includes ordinance details, and is attached to this report. <br /> ALTERNATIVES <br /> The City could elect not to adopt the ordinance or request changes which would need to <br /> be closely reviewed in order to ensure consistency with state law. <br /> FISCAL IMPACT <br /> The proposed ordinance is not anticipated to have a financial impact on the City's <br /> budget. <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in the CEQA Guidelines, section <br /> 15378, because it has no potential for resulting in either a direct or foreseeable physical <br /> change in the environment. <br />
