6.4.C. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
October 26, 2015
SUBJECT
Ordinance Repealing and Replacing Chapter 18A (Massage Services) of the Code of
the City of Redwood City Relating to the Regulation of Massage Businesses
RECOMMENDATION
Waive second reading and adopt an ordinance repealing Chapter 18A and adopting a
new Chapter 18A (Massage Services) of the Code of the City of Redwood City relating
to the regulation of massage businesses.
BACKGROUND
On September 28, 2015, the City Council introduced the above ordinance repealing
Chapter 18A and adopting a new Chapter 18A (Massage Services). If adopted this
ordinance will be effective 30 days from this hearing.
ANALYSIS
Adopting this ordinance will bring the City into compliance with the requirements of state
legislation AB 1147, which was enacted in 2014. Further analysis of the ordinance is
provided in the Staff Report to City Council on September 28, 2015 meeting, which
includes ordinance details, and is attached to this report.
ALTERNATIVES
The City could elect not to adopt the ordinance or request changes which would need to
be closely reviewed in order to ensure consistency with state law.
FISCAL IMPACT
The proposed ordinance is not anticipated to have a financial impact on the City's
budget.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in the CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.
