Pai=JRT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 26, 2015 <br /> SUBJECT <br /> Accessory Dwelling Units <br /> RECOMMENDATION <br /> (1) Hold a public hearing and (2) Waive First Reading and Introduce Zoning Ordinance <br /> and Municipal Code Amendments relating to Accessory Dwelling Unit Regulations <br /> BACKGROUND <br /> An Accessory Dwelling Unit (ADU, also known as a secondary unit, in-law unit, granny <br /> flat, or backyard cottage) is a smaller living unit on a property that has a single-family <br /> residence. ADU's have kitchen and bathroom facilities. Under the current ordinance <br /> (Article 37), an ADU may be attached or detached from the main house, consist of no <br /> more than one bedroom and shall have an area of no more than 640 square feet, and <br /> be located at least 20 feet from the rear and six feet from the side property lines. In <br /> addition, one uncovered parking space is required for the ADU and two covered parking <br /> spaces are required for the main house (all of which may be located as close to 20 feet <br /> from the front and six feet from the side property lines). If it is attached to the primary <br /> dwelling unit, an ADU may be 2-stories. If detached, an ADU is limited to 1-story. Table <br /> 3 below summarizes existing key ADU site development regulations. <br /> Performance of the Current ADU Ordinance. Over the last 15 years, the City has <br /> issued building permits for the construction of 72 ADUs. Overall, fewer ADU's have <br /> been permitted and constructed than what was projected over the previous three <br /> Housing Element planning periods, as described in Table 1 : <br /> Table 1: Expected v. In July 2014, the City launched its initial effort to obtain input regarding <br /> the effectiveness of the current ADU ordinance. A broad range of comments was <br /> received at a Planning Commission meeting on July 1 , 2014 and at a July 9, 2014 <br /> community outreach meeting. Over 350 comments were received spanning 25 <br /> topics. The top five topics included parking, setbacks, homeowner residency <br /> Page 1 of 8 <br />
