The Council could opt not to initiate the Downtown Precise Plan amendment. <br /> The above-mentioned affordable housing development would still move forward, <br /> but would not have the protection of the "reserved" allocation. <br /> 2. The Council could direct that a different percentage of the DTPP MAD be <br /> reserved for affordable housing. <br /> FISCAL IMPACT <br /> Community Development staff and City Attorney's office will spend staff time drafting <br /> the DTPP amendment. A significant of staff time is also spent processing development <br /> applications. However staff time and consultant invoices are reimbursed by applicants <br /> per the requirements of the City's standard reimbursement agreements. <br /> ENVIRONMENTAL REVIEW <br /> The Downtown Precise Plan Environmental Impact Report was adopted by the City <br /> Council in 2011 . Any modifications made to the adopted DTPP will be completed in full <br /> compliance with the California Environmental Quality Act (CEQA).
