6.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 26, 2015 <br /> SUBJECT <br /> Amendment No. 2 to Extend the Agreement with Moore, lacofano and Goltsman, Inc. <br /> (MIG) for On-Call Environmental Consulting Services for Projects within the Downtown <br /> Precise Plan (DTPP). <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Amendment No. 2 to <br /> extend the agreement with MIG in the amount of $100,000, for a total agreement <br /> amount of $300,000, allowing work to evaluate individual project applications on a time <br /> and materials basis for consistency with the Downtown Precise Plan EIR. <br /> BACKGROUND <br /> On February 11, 2013, the City Council authorized the City Manager to execute an <br /> agreement with MIG allowing individual project applications to be reviewed on a time <br /> and materials basis with a cost not to exceed $100,000. The purpose of the agreement <br /> was to allow MIG to provide a review of development proposals to determine <br /> consistency with the environmental analysis prepared for the Downtown Precise Plan <br /> (DTPP). <br /> MIG has been particularly well-suited for this task as they were the authors for the <br /> DTPP EIR. City staff has been responsible for the review of downtown development <br /> proposals for consistency with the DTPP and any other development requirements. MIG <br /> has reviewed six DTPP development proposals during the term of the original contract. <br /> In the February 11, 2013 staff report to Council, staff indicated that should development <br /> demands exceed expectations and the original contract amount, an amendment request <br /> would be prepared for Council consideration. In December 2014, City Council <br /> authorized Amendment No. 1 for an additional $100,000 for environmental consulting <br /> services to accommodate additional Downtown development requests. MIG has <br /> reviewed eleven (11) Downtown development proposals since the start of their initial <br /> contract. Downtown development has remained at a high level. Planning Division staff is <br /> currently reviewing four (4) development proposals within the DTPP area. The full cost <br /> of consultant work, as well staff time to oversee the environmental and application <br /> process, is reimbursed to the City by the developer. <br />
