6.3.A. - Page 3 <br /> ENVIRONMENTAL REVIEW <br /> The City Council made the findings that the Initial Study was completed in compliance <br /> with the California Environmental Quality Act and determined that there is no substantial <br /> evidence that the Project would result in new environmental impacts beyond those <br /> previously identified in the Downtown Precise Plan program EIR. <br /> This project requires a National Pollutant Discharge Elimination System (NPDES) <br /> General Permit for stormwater discharges associated with construction and land <br /> disturbance activities due to the total land disturbance being greater than one acre.
