In response to Councilwoman Steinfeld's questions, Mr. Lasher advised that large
semi-trucks unloaded in that area twice a week, valet parking at the health club might
be helpful, but employees at Raychem wouldn't walk to the club they would drive.
Jerry McCall, applicant, The McCall Gym Group, Inc., 1134 Walsh Avenue, Santa
Clara, advised that his company owned three very successful health clubs, and
described all the improvements that would be made to clean up the area including
lighting up the area, adding that the proposed health club would be beneficial to the
area as well as provide more on-street parking. Mr. McCall described peak hours use
after 5 P.M. and the good match health clubs have with industrial neighbors. Mr.
McCall stated that health clubs did not draw bad elements, that they had positive
impacts on industrial neighborhoods.
In response to Council questions, Mr. McCall stated that the demographic studies
supported the economic viability of a health club in that area which was bordered by
very affluent communities, the computer logs of his health club use were factual, the
Bindco warehouse would be used for dead storage and only the security people would
need parking, and valet parking was currently under consideration. Mr. McCall stated
that the two letters from Raychem and Beals-Martin demonstrated his willingness to
meet all the conditions of the Use Permit and Variance, including working with
neighbors to provide more parking spaces.
In response to Council questions, City Attorney Schricker advised the Council that
it could close the public hearing but continue the item to a future date, keep the public
hearing open and continue to a future date, uphold the appeal, deny the appeal, uphold
the appeal and attach conditions, and since the letters from Raychem and Beals-
Martin were submitted late and were not enforceable agreements, the Council was
entitled to waive them.
Council Members Buchan, candidate for Council, Sanfilipo, candidate for Council,
and Steinfeld expressed their concerns that the Council did not receive all the
information regarding this issue, including the two letters received on Monday in a
timely manner and suggested that it would be useful to keep the public hearing open,
continue it to a later date, refer this back to staff, and have the applicant come back to
the Council with enforceable agreements for additional parking.
-----------------------------------------------------------------------------------------------------
Mayor Pro Tem Hartnett declared a recess at 9: 14 P.M.
Council Meeting reconvened at 9:24 P.M.
-----------------------------------------------------------------------------------------------------
John Otenchalk, BT Commercial Real Estate, representing the owners of the
property of 899 Broadway, described City staffs exhaustive scrutiny of the plans for
the proposed health club, the conditions put on the Use Permit and Variance that the
Regular Meeting Minutes
September 18, 1995 MINUTE BOOK NO. 53
Page 6 Page No. 327
..
