<br /> 2) Open public hearing; <br /> Mayor Gasparini opened the public hearing at 8:40 p.m. <br /> 3) Hear public comment; <br /> Mayor Gasparini announced that the residents had decided to allow five neighbors to <br /> speak for every resident opposed to the Use Permit. <br /> David Saisi, 649 Iris, Redwood City, appellant on behalf of his neighbors, announced <br /> that the neighbors and a committee from the Kingdom Hall had met on Saturday, <br /> October 7, 1995, and had come up with a viable alternative to the existing plan. The <br /> proposed compromise still needed to be approved by the various congregations, which <br /> should take about two weeks: the parking lot would be built, but it would not cross <br /> the culvert. This would allow for a certain amount of parking in an area where there <br /> are already cars being parked behind the two properties at 631 and 641 Iris Street, but <br /> would not allow for the boxing or bridging of the culvert. This compromise <br /> represented a win-win situation. As the appellant, Mr. Saisi stated he wanted to keep <br /> his appeal open and on record should the congregations vote against the compromise. <br /> If that happens it is his hope that the City Council would then hear both sides and <br /> make a decision. <br /> Mike Vasallo, representing the Kingdom Hall, described his committee and how the <br /> proposed compromise will go to three congregations who use the Hall, and be voted <br /> upon. The three congregations came up with the money and the original plans and it <br /> is their decision to make. Mr. Vasallo advised that the Kingdom Hall wanted to be <br /> good neighbors. <br /> City Attorney Schricker advised that this proposal would require a revision to the <br /> Use Permit. "Consequently the Council may wish to consider continuing the matter, <br /> retaining jurisdiction for a report back as to what disposition has been made by the <br /> opposing parties. If indeed a compromise has been achieved, then the Council could <br /> under those circumstances issue a revised Use Permit." City Manager Everett advised <br /> that if the compromise does not come about, the appellant has the right to come back, <br /> as does the Kingdom Hall, and have the Council make a decision. <br /> Mayor Gasparini asked if everyone who filled out speaker's cards still wished to <br /> speak.
