He urged <br /> Council to deny the permit. <br /> Maxine Dumas, 1545 Cordilleras, Redwood City, has sold real estate in Redwood <br /> City and surrounding area for 18 years. Mrs. Dumas observed the site of the proposed <br /> addition from nearby homes, and stated there would be a ten to twenty percent loss of <br /> home value. Also, no one would wish to buy the surrounding houses. Disclosure <br /> regarding use of the church, the numbers attending, etc., are required. Mrs. Dumas <br /> equated this to a home owner wanting to turn a garage into a room. <br /> Kathy Quiroz, 808 Madison Avenue, Redwood City, reviewed transparencies with <br /> Council and addressed the culvert construction and impact on adjoining properties, as <br /> well as potential encroachment on adjoining properties. Mrs. Quiroz advised that she <br /> had been informed that there would be a fifteen to twenty foot encroachment on <br /> adjoining property on each side of the culvert. Mrs. Quiroz stated it would take three <br /> to six months to construct the culvert and asked who would be responsible and <br /> accountable if fencing and landscaping of neighbors is not returned to its original <br /> status. She expressed concern that each issue would have to be referred to the <br /> Congregations for a vote before any action could be taken. Mrs. Quiroz also addressed <br /> environmental issues and reviewed CEQA guidelines. She stated that other than City <br /> permits, permits would be required from the federal government, Regional Water <br /> Control Board certification, and the state Department of Fish and Game would have to <br /> approve stream alteration. Based on these facts she stated the permit should be denied <br /> based on the fact it was a major project and not a minor one as City staff had purported <br /> it to be. <br /> Roland Quiroz, 808 Madison Avenue, Redwood City, also opposed granting the <br /> permit, and stated that the proposed expansion would result in a diminished quality of <br /> life for the neighborhood. His concerns were pollution, safety, a negative impact on <br /> the environment and financial loss. Mr. Quiroz stated that he had heard that the <br /> proposed 29 parking places would not be fully occupied, the project would bring no <br /> revenue nor enhancement to the City or neighborhood, and is controversial. Mr. <br /> Quiroz inquired as to whose rights would be considered, the Kingdom Hall's or the <br /> neighborhood's. Mr. Quiroz said that City Ordinance 42.3 stated the Zoning <br /> Administrator may grant such a permit if it is not detrimental to the health, safety, <br /> peace, comfort and general welfare of the neighborhood. Mr. Quiroz reminded <br /> everyone that the City Council could overturn the Zoning Administrator's decision. <br /> The neighborhood had suggested alternatives such as van pooling and had offered a <br /> compromise that would not cover the culvert which were rejected by the Kingdom <br /> Hall. He urged Council to uphold the appeal. <br /> Mayor Gasparini stated that the applicant and the speakers in support of the permit <br /> would speak next.
