and appeal procedures were unlawful in any manner. This determination is based , in <br /> part, on the staff reports and attachments prepared for the Zoning Administrator and <br /> Planning Commission hearings on the Project and the appeal, which is incorporated <br /> herein by reference. Accordingly, the appeal is denied . <br /> 2 . The Planning Commission determines the project to be categorically <br /> exempt from the requirements of the California Environmental Quality Act, per CEQA <br /> Guidelines section 15303 Class 3 , which exempts new construction or conversion of <br /> small structures. Subsection 15303(a ) of the CEQA guidelines allows for the exemption <br /> of one single-family residence or up to three single-family residences in urbanized <br /> areas. The 2010 General Plan land use map identifies the subject property and the <br /> surrounding area as low-density residential land use. The implementation of the <br /> conditions of approval for this project, substantial evidence in the record demonstrates <br /> that there is no reasonable possibility of any significant effect on the environment due to <br /> unusual circumstances, especially given that much of the surrounding environment has <br /> been developed under similar conditions with the implementation of similar construction <br /> methods. No significant cumulative impacts from the project is anticipated . The heavier <br /> construction components, such as grading and foundation , are anticipated to be <br /> completed before any substantial construction occurs on the remaining portion of the <br /> roadway, should the Laurel Way Joint Venture project obtain its entitlements. <br /> 3 . The Planning Commission affirms the September 6, 2013 decision of the <br /> Zoning Administrator and approves the Planned Development Permit PD2012-02 for <br /> 3724 Laurel Way and finds and determines that the Project, subject to the Conditions of <br /> Approval to PD2012-02 , is consistent with the development requirements established in <br /> the Redwood City Zoning Ordinance. <br /> * * * <br /> Al IY/RESO.3112/PC RESO APPROVING THE PD PERMIT <br /> REV: 08-20-15 VR <br /> Page 3 of 3 <br />
