REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 9, 2015 <br /> <br />SUBJECT <br />Final Acceptance – 2013-2014 Slurry Seal Project <br /> <br />RECOMMENDATION <br />By motion, accept the 2013-2014 Slurry Seal Project, and authorize the release of <br />bonds and the retention according to city procedures. <br /> <br />BACKGROUND <br />The 2013-2014 Slurry Seal Project is part of the City’s Roadway Management Program <br />which addresses on-going roadway pavement repair and replacement needs. Roadway <br />pavements require regular repair and maintenance due to deterioration over time <br />resulting from aging, traffic loads, weather, and intrusive tree roots. Project roadways <br />are selected based on an assessment of pavement condition and available funding. <br /> <br />ANALYSIS <br />On September 22, 2014, Council awarded the construction contract for the 2013-2014 <br />Slurry Seal Project to American Asphalt Repair and Resurfacing Co., Inc. of Hayward. <br />The project was awarded for a base bid of $762,320.74. Construction began in April <br />2015 and concluded in June 2015. The project was successfully completed in <br />accordance with City specifications. One (1) contract change order totaling <br />($105,934.45) was issued for final quantity adjustments and related changes to the <br />project scope. The final contract amount is $656,386.29, which is approximately 14% <br />less than the initial contract amount. <br /> <br />This project improves the City’s overall roadway pavement condition by providing a <br />protective layer of slurry seal over various roadway segments. This improves and <br />extends the useful life of the pavement. Incidentally, this project also includes/requires <br />new roadway delineation and markings, which will help to increase traffic safety. <br /> <br />ALTERNATIVES <br />1. Council may choose to request additional information prior to accepting the project or <br />authorizing release of bonds. <br />2. Council may choose not to accept the project or authorize the release of bonds. <br />However, this would be contrary to the terms of the contract and public contracting <br />code. <br /> <br />6.2.B. - Page 1
