longer operational and active. The City has currently resumed construction of the <br />BISDPS in anticipation of the original SVCW force main being decommissioned. <br /> <br />ANALYSIS <br />Before the suspension of the project, Carollo worked on resolving the SVCW force main <br />issue by redesigning components within the pump station. SVCW recently notified the <br />City that it does not intend to abandon and remove the pipe that was used for the <br />original force main at this time. Instead, SVCW intends to stop conveying sewage and <br />keep the pipe in the ground in a decommissioned state until a future use is determined <br />by SVCW. This decommissioning process is still on-going and not complete. As a <br />result, Carollo’s services will be needed to make sure there are no further issues <br />between the existing SVCW pipeline and the new pump station. <br /> <br />As the new pump station site is space constrained and there is a new hotel being built <br />to the north, closer construction support from Carollo is needed. The design engineer <br />may be required to attend construction meetings and develop quick solutions and <br />redesigns so the various projects are not adversely impacted by each other. Therefore, <br />the proposed amendment expands the original scope of services to include additional <br />engineering support services during construction. Additional services include technical <br />assistance in commissioning the new storm drainage pump station and starting up <br />specific components of the pump station such as the programmable logic controller. <br /> <br />Having the original design engineering firm involved in the project construction phase is <br />practical and effective. Carollo will incorporate the changes made during construction <br />from their original designs to produce the final “as-builts” drawings which will be the <br />records that the City keeps upon completion of the project. <br /> <br />The agreement cost is based on the consultant’s hourly rate schedule for specific <br />construction support tasks. Staff believes the additional scope of work is necessary and <br />is essential to delivering a complete Council approved Capital Improvements Program. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed amendment to the agreement with <br />Carollo Engineers, Inc. and direct staff to find alternate means of completing the work, <br />or modify the scope of work for the amended professional services agreement. <br /> <br />FISCAL IMPACT <br />Funds for this project were appropriated under Traffic Mitigation Fees Fund – Blomquist <br />Avenue Extension Project, which has an available balance of $984,314.42, as of <br />September 30, 2015. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the consulting <br />engineering services associated with the pump station, which is proposed with this <br />report, does not constitute a project as defined by California Environmental Quality Act <br />6.1.A. - Page 2
