REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 9, 2015 <br /> <br />SUBJECT <br />Final Acceptance – 2013-2014 Asphalt Rubber Chip Seal and Spot Repair Project <br /> <br />RECOMMENDATION <br />By motion, accept the 2013-2014 Asphalt Rubber Chip Seal and Spot Repair Project, <br />and authorize the release of bonds and the retention according to city procedures. <br /> <br />BACKGROUND <br />The 2013-2014 Asphalt Rubber Chip Seal and Spot Repair Project is part of the City’s <br />Roadway Management Program which addresses on-going roadway pavement repair <br />and replacement needs. Roadway pavements require regular repair and maintenance <br />due to deterioration over time resulting from aging, traffic loads, weather, and intrusive <br />tree roots. Project roadways are selected based on an assessment of pavement <br />condition and available funding. <br /> <br />ANALYSIS <br />On August 25, 2014, Council awarded the construction contract for the 2013-2014 <br />Asphalt Rubber Chip Seal and Spot Repair Project to Granite Rock Company of San <br />Jose. The project was awarded for a base bid of $1,370,273.48. Construction began in <br />October 2014, paused during the winter months, and concluded in May 2015. The <br />project was successfully completed in accordance with City specifications. One (1) <br />contract change order totaling $33,727.91 was issued for final quantity adjustments, and <br />miscellaneous extra work items. The final contract amount is $1,404,001.39, which is <br />approximately 2% more than the initial contract amount. <br /> <br />This project improved the City’s overall roadway pavement condition by rehabilitating <br />various sections of roadway pavement (spot repairs) and covering/protecting the <br />surface with a new wearing course (asphalt-rubber chip seal), which improves and <br />extends the useful life of the pavement. This project also increased traffic safety by <br />replacing two (rubber) trial speed humps on Fernside Street with two asphalt speed <br />humps. The two trial speed humps were then relocated to other locations further north <br />on Fernside Street. <br /> <br /> <br /> <br /> <br />6.2.A. - Page 1
